The Level 2 PAS Review Process

After your application is accepted by DCCECE:

  • The program is referred for PAS review and assigned a PAS assessor.

  • The PAS assessor contacts program to set a date and time for the review (virtual or face-to-face).

  • PAS Interview takes place.

  • PAS Assessor reviews documentation.

  • A report is sent to you within 1-2 weeks.

  • No minimum score is required.

Virtual PAS Reviews:

  1. The provider sends documentation to the PAS assessor via a secure server before the interview.

  2. The interview lasts 45-60 minutes on zoom.

  3. PAS assessor reviews documentation off-site.

Face-to-face PAS Reviews:

  1. The PAS assessor comes to the site.

  2. The provider gives the assessor a tour of the program.

  3. The PAS interview lasts 45-60 minutes.

  4. The PAS assessor reviews documentation in a private space on-site.

The goal of the Level 2 PAS Portfolio Review is to get a baseline score of Program Administrative Practices at the time of the assessment. At Level 2, only 6 Items are reviewed and no minimum score is required. This is an opportunity to prepare for Level 3 when the full PAS review (Items 1-21) when a score of 4.0 is required.

How to use this document:

  • Read each question and think about your current practices and policies.

  • Check “yes” or “no” for each question.

  • Look at the Possible Documentation list for each item and determine what documents (or images) you have to use as evidence for the items marked “yes”

  • Collect those documents and place them in your PAS portfolio


This document provides sample questions and possible documentation for the BB Level 2 PAS Portfolio Review. PAS Item 1 Role Play

  • Orientation checklists, policies, and/or procedures

  • Paperwork from several new employees (remove or blackout identifying data)

  • Evaluation or feedback forms for new employees

Better Beginnings Requirement 2.C.1

Better Beginnings Level 2 requires that “all classrooms have a minimum of two (2) clearly defined interest centers"

Better Beginnings Level 2 requires that the “facility shares with families information regarding medical homes for children” and “stages of development”. Sometimes this information is shared on a bulletin board, resource shelf, or table. Other providers place this information in a handbook, website, social media page, email, or enrollment packet.

The sample documents to your left can be downloaded to share, or ou may already have documents that you share.
