The maps and data for Azerbaijan have been released in parallel with Global Solar Atlas, which is published by the World Bank Group, funded by ESMAP, and prepared by Solargis. A couple of days ago someone changed the boundaries of Azerbaijan in the way that you describe. It wasn't reported to us directly, but I did notice a forum thread about it and undid the changes that caused the problem.

The maps that you see at OpenStreetMap.org take some time to update at different zoom levels. For me, it has already updated at zoom 17 but not at lower zooms such as zoom 6. It will sort itself out, but will take time, due to the much publicised elsewhere speed problems that people are experiencing.

As an aside, it's worth mentioning that what you see in maps such as Google (and some applications based on OSM data) and what you see at OpenStreetMap.org are fundamentally different views of the world. OpenStreetMap's "standard" map layer tries to be objective - it shows one view of the world to everyone, whereas Google will show you whatever "alternative facts" people in your country are told they must believe (countries sometimes have rules that say describe how they should be represented, and sometimes this is directly at odds with neighbouring countries). Even some otherwise sensible places have laws about this sort of thing.

Is there an estimate of time of when the maps will be updated so that the borders will look correctly and same in all zoom levels? When can we see the correct borders in lower zoom levels such as 5,6, 7..

I can't give an answer to that, although I do know that changes are being made to enforce the tile usage policy better to reduce the load from e.g. commercial apps that just can't be bothered to get a licence from a commercial tile provider.

I just updated the relevant metatiles for zoom 6-12 on all servers except scorch (still too busy), using "/dirty" tile requests. Zooms 4 and 5 are taking longer, so I only triggered updates on the stronger servers.

That image looks like zoom 7 from the "OpenStreetMap Carto" tiles, and you've coloured in area around the eastern edge of the area controlled as "Artsakh Republic" in yellow. Zoom in 1 level and those tiles will show the military area that is mapped there (though some tiles at that zoom are still not updated after the border change).

"What data OSM has" and "how a particular map chooses to display it" are two different things. If you believe that an admin_level=3 border looks too much like an admin_level=2 border at certain OSM Carto zoom levels then please raise that issue with the OSM Carto developers. It's not the first time that that has been mentioned, but please be aware that it is difficult to show every possible nuance on a single map that people will interpret for different things.

The data is collected from tests carried out by users of the nPerf app. These are tests conducted in real conditions, directly in the field. If you'd like to get involved too, all you have to do is download the nPerf app onto your smartphone. The more data there is, the more comprehensive the maps will be! All test results are displayed on the maps. Filtering rules are applied before performance calculation for publications.

Network coverage maps are automatically updated by a bot every hour. Speed maps are updated every 15 minutes. Data is displayed for two years. After two years, the oldest data is removed from the maps once a month.

Tests are conducted on users' devices. Geolocation precision depends on the reception quality of the GPS signal at the time of the test. For coverage data, we only retain tests with a maximum geolocation precision of 50 meters. For download bitrates, this threshold goes up to 200 meters.

Yes. This tool is mainly intended for mobile operators. It has been integrated into an existing cockpit that already includes internet performance statistics from all operators in a country, as well as access to speed-test results and coverage data. These data can be visualized by applying filters by technology (no coverage, 2G, 3G, 4G, 4G+, 5G) over a configurable period (only the last 2 months for example). A second problem with mapping the two countries is that each insists that roads that used to be main transportation conduits were severed during the nationalistic creation of both entities, but both sides insist that these non-usable roads are still the main, or national, highways. Which ones are open, which ones have new by-pass routes, and which are closed is exceptionally difficult to record. We have done our best, and in our opinion, our map is more realistic than others on the market. Of course, the map shows points of interest, museums, churches of note, historic sites, airports etc. Detailed inset maps of Yerevan (capital of Armenia) and Baku (Azerbaijan) are included.

The statement by the Azerbaijani Foreign Ministry said that Azerbaijan, both before and after the Second Karabakh War in the fall of 2020, repeatedly demanded Armenia to submit minefield maps, but that the accuracy of those given to Baku is only 25%.

"At the same time, it is worth noting that more than 55% of landmine explosions in recent years occurred in locations outside the areas where maps were provided by Armenia," the statement said, adding 342 Azerbaijanis have become mine victims since the fall of 2020.

"Moreover, urgent measures have to be taken by Armenia to provide information on the fate of 4,000 missing Azerbaijanis and places of mass graves where Azerbaijanis have been buried over the last 30 years," it added.
