Areas affected by power cuts include the Greater Jakarta area including Jakarta, Banten, West Java, parts of Special Region of Yogyakarta, Central Java and East Java.[5] In West Java, areas affected by the power cuts included Bandung, Bekasi, Cianjur, Cimahi, Cirebon, Garut, Karawang, Purwakarta, Majalaya, Sumedang, Tasikmalaya, Depok, Gunung Putri, Sukabumi, and Bogor. In Banten, the area affected was Cilegon.[6]

The cause of the blackout was confused in Perusahaan Listrik Negara (The State Electricity Company)'s initial announcements. At first, PLN cited disruptions in gas turbines 1 to 6 at the Suralaya Power Plant and some other disruptions at the Cilegon Power Plant.[7] PLN then corrected the reason by citing a disturbance on the transmission side of Ungaran and Pemalang 500 kV which resulted in energy transfers from east to west failing.[1] PLN expressed its apology regarding this.[8]

Ultimately, the limited number of east-west transmission lines on the island caused the blackout. After a lightning strike disabled one transmission line, the only other became overloaded and automatically removed itself from service. The network west of the break had insufficient generation, and could not shed enough load to recover. The network east had excess generation, and survived without blacking out.[9]

The blackout began at 11:50 local time, when Jakarta MRT authorities began to detect the loss of electrical supply,[10] rendering its trains inoperable and requiring people stuck inside to evacuate. Jakarta LRT and KRL Commuterline also suffered from the blackout making TransJakarta the only mass transit transportation remaining in operation at the time of the blackout. The governor of Jakarta, Anies Baswedan made TransJakarta and Jakarta MRT services free of charge until the end of the day.

In the telecommunications sector, the telephone network was also disrupted.[11] Disrupted networks included Telkomsel,[12] Indosat, XL Axiata, 3, and Smartfren.[13] Gojek and Grab had problems due to the lack of internet services.

Around 21.3 million people were affected by the power outage. The blackout lasted around 9 hours where at 21:00 local time, power to most of the affected areas has been restored. Power to some rural and residential areas in Jakarta had not been restored past midnight. Some areas initially had electricity restored by midnight or later, only to have it cut off again.[14]

At least eight fires occurred on Sunday night and Monday morning in eight different locations due to the power outage.[16] This probably had happened due to the use of candles as lighting during the power outage.[16]

The blackout became viral on Twitter.[17] The hashtag #MatiLampu topped the worldwide trending topics with 8,873 tweets. Other tweeted hashtags include #MatiListrik, #ListrikPadam, and #Blackout.[18] Netizens also compared the #MatiLampu hashtag with a Ria Ricis video titled "Saya Pamit".[19]

The blackout began just before noon local time (0500 GMT). The state-owned electricity company, PT Perusahaan Listrik Negara (PLN), said it had been able to switch 17 electrical substations around Jakarta back on by 9pm, but two others were still in the process of being restarted and four remained off.

Earlier in the day, Cahyani blamed faulty transmission circuits on the Ungaran to Pemalang power line in Central Java for causing voltage drops that hit power networks in the capital as well as West Java and Banten provinces.

The blackout came in the middle of a new cycle of violence in Papua. Last November, Yeremia Zanambani, a priest from the highland district of Intan Jaya, was killed, allegedly by the Indonesian military. In revenge, West Papuan rebels killed an army intelligence chief and a 16-year-old boy who was accused of being a spy for the state. The Indonesian government deployed 400 battle hardened-troops to the region, and designated the rebels a terrorist group. Hundreds of villagers in the highlands fled to the city for safety.

Before the April shutdown, journalists and activists said they faced intimidation online and in person. Victor Mambor, a veteran Papuan journalist, was doxxed and had his car damaged. A fake message from a made-up religious organization was circulated on social media, condemning the pro-independence rebels; another claiming to be from the human rights group Papua Legal Aid falsely reported that two teachers had been murdered by the separatists.

The blackout has caused public facilities in Jayapura to shut down, including the hospital, which had to suspend services because administrative data systems were down, though limited service has since resumed.

Whether the blackout will have the intended effect of quelling dissent is unclear. However, the disruptions have made ordinary West Papuans angry and suspicious. Few people are buying the official explanation.

Indonesia's massive August 4 power outage is raising new concerns about the state electricity company, and renewing calls to look at alternative power sources, including geothermal energy, solar photovoltaic and wind.

The eight-hour blackout began when lines carrying high voltage failed. The disruption caused other parts of the system to crash, which in turn, caused a domino-like series of further problems affecting power plants in the central and western part of Java, including one that covered the capital.

Indonesia's 2009 electricity law gives PLN priority rights over the country's electricity supply. It currently operates over 5,000 power plants, with more in the works as Widoto pledged to enhance the country's electricity-supply infrastructure.

Previously, Widodo expressed distaste for Indonesia's continued reliance on coal and fossil-fired power plants. In February, he cited the wind power plant in the Sidenreng Rappang Regency of South Sulawesi Province as a renewable infrastructure preference.

In a 2018 report on Indonesia's energy sources, international auditing firm PricewaterhouseCoopers noted that many factors support renewable deployment, "including falling costs, national carbon emissions targets, the high cost of oil-based generation [especially in remote regions] and the regulatory, and physical barriers to gas distribution."

Earlier this year, the Ministry of Energy and Mineral Resources announced that PLN set the target for electricity production at 35,000 megawatts and the target for the contribution of renewables at 23% by 2025.

PLN previously said it would cut tariffs based on the duration of the blackout. The company reported a 90 billion rupiah ($6.3 million) loss, according to the Indonesian Chamber of Commerce and Industry.

Members of parliament are demanding further explanations for the blackout. PLN faces concerns about alleged inequitable distribution of power. And the company's current acting CEO, Sripeni Inten Cahyani, was appointed after her predecessor was arrested on corruption charges.

The lawsuit demanded that the government not take similar measures in the future in any part of the country. A lawyer for the plaintiffs, Muhammad Isnur, said the lawsuit initially demanded that the government publically apology for the blackout, but the judges said such a demand was unusual and requested that the plaintiffs drop it.

Jakarta has blamed the separatist United Liberation Movement of West Papua and the National Committee for West Papua for the uprising, during which thousands of people joined protests calling for a vote on self-determination for the mainly Melanesian Papuan region.

Police arrested dozens of pro-referendum Papuan activists in the wake of the unrest, prompting the authorities to send thousands of additional police and troops to the region located at the far-eastern end of Indonesia.

In April, a court in Jakarta sentenced six activists to up to nine months in prison after finding them guilty of treason for participating in a 2019 protest that called for a referendum on self-determination in Papua.

The Papua region was incorporated into Indonesia in 1969 after a U.N.-administered ballot known as the Act of Free Choice. Many Papuans and rights groups said the vote was a sham because it involved only 1,000 people.
