"8900.1" FAA Inspectors use this book for guidance on interpretations. Certain passages may even contradict the FARs (i.e. Alternates on flag flight scheduled to exceed 6 hours always require a destination alternate; as per the guidance, it's the ACTUAL planned flight time that matters, not the scheduled time).
