What is Auckland's worst weed?

Many people consider moth plant to be Auckland's most invasive and pervasive weed species.  But there are others which could spread as fast and do as much damage if not kept under control.

Are the current penalties for non compliance with the RPMP sufficient?

Not for the land owners who treat land as a cash cow and don't play their part as good neighbours in the community.  

The council needs to be able to post significant fines for non-compliance.  

For the average citizen, the approach should be education with and support for those who are unable to tackle weeds on their property.
