There a number of places where Athens County residents who lack broadband access at home can access a wi-fi hotspot
The Athens County Public Libraries provide 24 hour wi-fi service at all of their locations. For many branches, their wi-fi gets more use after hours from visitors using the internet from the parking lot than from library visitors. Ohio University and the Athens City School District have partnered to create free drive-up wi-fi hotspots at three locations on the Athens campus. These spots are available to any member of the Athens community, and an OU parking permit is not required in the designated parking spaces. The local school districts have all been providing wifi hotspot devices to students who need then for distance learning during the pandemic. The Federal Hocking district also provides wi-fi coverage at the school parking lots: https://www.fedhock.com/1/News/10847#sthash.tdwMeR7B.dpbs
Ohio University's Alden Library is normally open to community members as well as students, including their computer lab, but during the pandemic access has been limited to students. They have not announced yet when this restriction will be limited.
Although the pandemic has affected the ability of local organizations and businesses to provide in-person education, there are still resources for community members looking to learn the basics of the internet.
The Athens County Library has replaced their regular schedule of computer education classes with remote sessions to assist with basic internet skills and use of the library's online resources. These are available by appointment: https://www.myacpl.org/techtraining/
The Ohio Department of Higher Education's Aspire program partners with OU and Athens County to provide adult education opportunities and vocational training for county residents, including computer skills training.
