I hold a Ph.D. in Economics working on "Fiscal policy and Economic Development".
As a forward-thinking Economist, I bring a unique blend of expertise combining macro and micro economics, fiscal policy, and social protection analysis, labor market dynamics and policy advice to address the urgent challenges of sustainable development in advanced and developing countries. Asbath's works on assessing the distributional effects of fiscal policy—examining how tax and spending systems shape growth, equity, and resilience. His areas of focus include social assistance, labor market programs, pensions, subsidies, and the public sector wage bill. His research also addresses the pivotal role of domestic revenue mobilization and public finance management (PFM). His experience spans both high-level analysis and hands-on project implementation, allowing him to directly contribute to operations and policy design.
At the World Bank Group, Asbath contributes to analytical and operational work on social protection and labor systems, energy subsidy reforms, human capital strategies, Country Climate and Development Reports (CCDRs), and jobs and growth diagnostics. He brings a data‑driven approach to strengthening social safety nets, enhancing labor market resilience, and supporting governments in designing fiscally sustainable and pro‑poor policies.
Beyond analytics, Asbath has extensive field and evaluation experience. As an Independent Evaluator for GIZ’s Good Financial Governance Program, he led assessments of public financial management reforms, revenue authority modernization, external audit systems, and anti‑corruption institutions. He developed theories of change, structured results frameworks, conducted contribution analyses, and facilitated high‑level policy dialogue with ministries, oversight institutions, and development partners.
As a Research Consultant for the International Centre for Tax and Development (ICTD), he conducted empirical research on tax expenditures and investment incentives in West Africa, analyzing their implications for firm productivity, private sector development, and domestic revenue mobilization. His policy recommendations continue to inform debates on tax incentive governance and investment promotion.
