Specialised consultancy support for the project "Leveraging the Potential of Diaspora to Advance EU Accession and Labor Mobility in the Western Balkans". Focused on supporting the implementation of Albania's Smart Specialization Strategy (S3) 2025–2030 through diaspora engagement and EU acquis approximation in agriculture and rural development.

- Conducted cross-cutting desk research and prepared an agri-tech ecosystem assessment mapping existing Albanian startups, technological gaps, and investors against EU S3 agri-food objectives.

- Designed an operational framework to connect startups, farmers, and investors, including draft terms of reference for farmer-advisory boards and investor pitch parameters.

Evaluated the entrepreneurial readiness of recent agricultural graduates and compiled a structured mentorship database alongside commitments from experienced agribusiness owners, agronomists, and financial planners.

- Developed a comprehensive accelerator manual containing startup selection criteria, phase-gate funding mechanisms, intellectual property guidelines, and KPIs, alongside a modular incubator curriculum and support framework co-designed with priority sector ministries. Analysed the legal framework and the economic viability of the new entities.inistries.
