When King of the Crag enters play it immediately has a constant play ability changing the value of all enemy Brobnar creatures by -2. If there are other constant abilities in play, that means they occur simultaneously. By FFG rule all simultaneous affects are resolved in order of the Active player.

In the example of King of the Crag vs Pingle Who Annoys. Pingle is already in play. His opponent puts King of the Crag into play in an exhausted state. Because both cards have constant abilities, the active player decides which order they resolve. King of the Crag would give Pingle Who Annoys -2 power reducing the creature to max power 0 and power is equal to life. Pingle Who Annoys is removed from play and put into its' owners discard pile. Since Pingle Who Annoys is no longer in play, his constant ability is no longer active.
