INTRODUCTION
Information and communication technology(ict) has opened almost unlimited opportunities for youth to access knowledge and information to develop and maintain relationship beyond conventional time and place limitations at the same time it has elevated the likehood of youths being exposed to cyber risks at anytime ( livingstone and Helsper ,2010) .
