Anton Ming-Zhi Gao is a Professor at the National Tsing Hua University’s Institute of Law for Science and Technology. He has devoted himself in energy and climate legal research and projects in Taiwan, including publishing books and articles, hosting local and international energy law conferences, and participating in international events. Over the past years, he has been very active in international publications involving investigations on global legal issues, as well as European, Asian, and Taiwanese energy laws. In recent years, he has remained one of the most productive scholars in the field of energy law in Taiwan. He is becoming the most productive law school professor in SCI journals in Taiwan. ( four articles in TOP 10% energy sci journals: 3.1% (17/536) Renewable and Sustainable Energy Reviews; 6.3% (34/536) Energy Strategy Reviews; 7.2% (39/536) Energy Policy.

In addition to international journals, Prof. Gao has also been devoted to studying and investigating energy law and policy development in Taiwan. Over the past years, he has participated in the formation of several legislations, such as the draft for Act on Nuclear-Free Homeland, draft for Act on Early Decommissioning of Nuclear Power Plant, draft for Basic Law for Sustainable Energy, amendments to the Electricity Act, and amendments to the Renewable Energy Development Act, etc. His recent publications also include “100 questions to the amendments to the Electricity Act”, “100 questions to the amendments to the Renewable Energy Development Act”, while being active in writing opinions related to energy transition, such as to Nuclear-Free Homeland policy and offshore wind farms.

During my sixteen years as a faculty member at the Institute of Technology Law, National Tsing Hua University, I have been committed to advancing both the localization and internationalization of energy law scholarship and interdisciplinary research spanning law, energy, renewable energy, and climate policy. These sustained efforts have resulted in a substantial body of internationally recognized research.

As an Assistant Professor, my primary research focused on publishing in leading international journals in energy and environmental law while also serving as an editor of international books on energy law. Following my promotion to Associate Professor and subsequently to Professor, I have continued to publish in high-impact Q1 interdisciplinary SCI journals in the fields of energy and climate, while steadily expanding my portfolio of English-language monographs, book chapters, and other international publications. Through these efforts, I have gradually established a comprehensive international research profile.

To date, my research has been published in many of the world's leading journals in energy and climate law, including Carbon and Climate Law Review, Renewable Energy Law and Policy Review, International Energy Law and Taxation Review, and International Energy Law Review. My interdisciplinary research has also appeared in three of the most influential Q1 SCI journals in the energy field: Renewable and Sustainable Energy Reviews, Energy Strategy Reviews, and Energy Policy. In addition, my English-language books and book chapters have been published by internationally renowned academic publishers, including Kluwer, Edward Elgar, Routledge, CRC Press, Springer, and Intersentia, demonstrating my sustained international academic contributions to interdisciplinary research on energy law and energy policy.

In recent years, I have consistently maintained a research output averaging at least one SCI-indexed interdisciplinary publication on energy and climate each year, while continuing to enhance the international visibility of Taiwanese legal scholarship in high-impact interdisciplinary journals. My major academic achievements include:

1. Extensive international publication record in legal scholarship. My international publications rank among the most prolific produced by legal scholars in Taiwan. To date, my publication record includes:

   • Four edited international academic books;

   • Four English-language scholarly monographs (including substantially revised new editions);

   • Twenty-seven English-language book chapters; and

   • Twenty-six English-language journal articles.

2. Leading publication record in SCI journals among Taiwanese legal scholars. To date, I have published five Q1 SCI journal articles as the corresponding or lead author, two additional SCI journal articles as the lead author, and one Q1 SCI journal article as a co-author. These publications reflect my continued efforts to promote interdisciplinary research integrating law with energy, environmental, and climate policy studies.

3. Sustained international academic recognition. Since 9 March 2017, I have continuously been ranked among the Top 10% Authors by All-Time Downloads on the Social Science Research Network (SSRN), reflecting the sustained international visibility, readership, and scholarly impact of my research.
