I am interested in Russian foreign policy and domestic politics. My book project explored how the Russian minorities were treated in the former Soviet republics after secession and why there were differences in treatment across cases. Additional research analyzed roadblocks to peace in the Russian war in Ukraine. On the pages of Orbis, I argue that the strategic imperative for a resolution of the Russia-Ukraine War requires that we combine the military and diplomatic instruments of power to accomplish first a cease fire and then a lasting peace. The article traced the development of peace negotiations prior to the outbreak of the war and offered possible lessons that could inform policymakers today. The main argument is that negotiations prior to the invasion were primarily at a standstill because of the way in which the parties interpreted the conflict and how each saw possible ways of conflict resolution.
