I am a Senior Economist in the Fiscal Affairs Department of the International Monetary Fund (IMF), where I lead capacity development missions on tax policy and advise countries on strategies to mobilize revenue efficiently and equitably.
My research focuses on three main areas: the design of tax and benefit systems in developing countries; the role of digitalization in revenue mobilization; and the efficiency and welfare implications of infrastructure investment.
Before joining the IMF, I worked as a Senior Researcher at the Ethiopian Development Research Institute and held senior advisory positions within the Government of Ethiopia, including as Fiscal Policy Advisor at the Ministry of Finance and Public Investment Management Advisor at the Planning and Development Commission.
I hold a Ph.D. from the Stockholm School of Economics, with a research focus on monetary markets in developing countries. My academic and professional work is driven by a strong interest in addressing the fiscal and development challenges facing low‑ and middle‑income economies.
