Air pollution indices for the US during 1981-1991
Monitor-level data from the Environmental Protection Agency (EPA) was used to build county-day-level measures of ambient concentrations of CO, NO2, SO2, O3, and PM10.
The raw data from the Air Quality System (AQS) has many missings at the monitor-day level, and the set of monitors is not fixed over time. The Air pollution indices were created to guarantee that county-day pollution measures are based on a balanced panel of monitors (after inputting missings) for each county.
