What actually happened?: Though Wilson was able to successfully sell the League of Nations to the Allies, according to the U.S. Constitution, all treaties entered into by the President must be ratified by the U.S. Senate.
The U.S. Senate, fearing that an agreement like this would surrender their sovereignty over themselves, rejected the League of Nations.
