In general most browser settings are automatically backed up to your Google account, and subsequently synchronised to any other compatible browsers you use with your account. However not everything is handled this way meaning that some tweaks made to browser extensions and flags need to managed in a different way.
Because these types of tweaks are made to Settings only effect the 'local' copy of the browser they need to be selectively, and manually, replicated to any other browsers you use with the account.
The information in the "Extensions" and "Flags" pages contain personal notes that are shared so others can take a look and make their own judgements as to whether they want to try something similar themselves.
