I develop a two-sided market model comparing an integrated platform G, which leverages extensive user data, with a rival F that has lower data integration. Consumers split into two types: customization-savvy, who gain from higher service quality and personalized ads, and privacy-savvy, who incur a privacy cost when ads are personalized. Platforms set advertising fees anticipating how consumers sort and how advertisers participate. I show that reducing G’s data integration can either increase or decrease its market share depending on whether the combined quality and personalization gains for customisation-savvy users exceed the privacy costs borne by privacy-savvy users. I also derive when expanding data integration raises total welfare by weighing changes in consumer surplus, advertiser surplus from more effective targeting and platform profits.
