Akhmed Bilalov began earning money while being a student. In October 2010, at the initiative of the President of the Russian Federation Dmitry Medvedev and under the decree of the Government of the Russian Federation, a decree was signed on the establishment of JSC "Resorts of the Northern Caucasus "for the management of tourist and recreational special economic zones as part of a tourist cluster in the North Caucasian Federal District. The aim of the North Caucasus resorts was to create 1 million jobs opportunities and attract 20 million tourists from all over the world.

In 2011, Akhmed Bilalov was appointed Chairman of the Board of Directors of OJSC "Resorts of the North Caucasus" on the personal order of Vladimir Putin, who was then the Chairman of the Government of the Russian Federation. Bilalov was given an unrealistic task - in 10-15 years to turn the North Caucasus into a center for mountain tourism lovers from all over the world and create one million job opportunities in the region. Akhmed Bilalov got involved in the Dagestani craftsmen business.
