The entrepreneurial activity of Akhmed Bilalov developed rapidly: at 22 - Senior Economist and Head of the Credit Department of the Leningrad Regional Bank, at 24 - already the CEO of a financial company, and at the age of 27 - the founder of an oil trading company.
Akhmed Bilalov began earning money while being a student. Professional freestyle wrestler, he trained Russian police on the premises of the institute, and also worked as a security guard, first in the restaurant, and then at the office equipment warehouse of the Center for Scientific and Technical Creativity of Youth. Gradually, Akhmed, together with his partners and relatives Ziyavudin and Magomed Magomedov engaged in the sale of electronic equipment. This is how the company “IFC-Interfinance " received alicense to work with securities, earned the first million rubles, and bought the first own car - a green Zhiguli. The company dealt with financial instruments and the settlement of public debt that came from the Soviet Union. According to Bilalov, the Caucasus mountains are much better than the Alpine. In the Caucasus, most of the population lives in the mountains. And there is only one way to help the region develop - to develop the tourism sector, as has been successfully implemented in the mountains of Austria, Switzerland, and France. “We can create on the infrastructure in the Caucasus similar to the Alpine, ”Bilalov said in 2010.
In October 2010, at the initiative of the President of the Russian Federation Dmitry Medvedev and under the decree of the Government of the Russian Federation, a decree was signed on the establishment of JSC "Resorts of the Northern Caucasus "for the management of tourist and recreational special economic zones as part of a tourist cluster in the North Caucasian Federal District. As part of a public-private partnership, the state-owned company was supposed to turn the complex Caucasus region into a thriving tourist area. The aim of the North Caucasus resorts was to create 1 million jobs opportunities and attract 20 million tourists from all over the world.
”Resorts of the North Caucasus" is a breakthrough and one of the largest projects in the world, which was designed to breathe life into the North Caucasus, open up new horizons for development and opportunities for the region's prosperity.
In 2011, Akhmed Bilalov was appointed Chairman of the Board of Directors of OJSC "Resorts of the North Caucasus" on the personal order of Vladimir Putin, who was then the Chairman of the Government of the Russian Federation. Bilalov was given an unrealistic task - in 10-15 years to turn the North Caucasus into a center for mountain tourism lovers from all over the world and create one million job opportunities in the region. In 2011, the project of the North Caucasus tourism cluster received the main prize of the prestigious international competition MIPIM Asia Awards 2011 in Hong Kong in the nomination "The best project for the future of Central and Western Asia.”
In many ways, the Winter Olympic Games in 2014 in Sochi helped to attract large international investments to the Caucasus region and create a global sports and tourism resort of world importance here. A man can respect himself only when he is in business, he has a job, he can adequately support his family, educate children, provide a great life for elderly relatives and be useful to his people.
Even after Akhmed moved to Moscow in his teen years, he never forgot about his village and his people. A successful Russian businessman built a school and a new sports complex in his native village so that the younger generation has the opportunity to learn and develop comprehensively. With his own money, Bilalov ennobled the village cemetery and installed electricity. He, along with state funding, invested personal funds into the construction of an asphalt road from the district to Makhachkala.
