THE CONTINENTAL THERMOREGULATOR

Academically, the movement of groundwater has been studied separately from surface water and climatology. The Agroclimatic Geotechnologies Mihalcea and Zara demonstrate the strong interactions between groundwater, surface water, soil moisture and climate. It is introduced the concept of the Continental Thermoregulator.

The Earth's Surface heats up from the Sun, and the Atmosphere (Troposphere) heats up from the Earth's Surface, achieving the Earth's Thermal Equilibrium.

But, on a continental scale, the agro-forestry technical degradation of soils, plus the deforestation, put in disarray the way the Earth's Surface heats up from the Sun, put in disarray the way the Atmosphere (Troposphere) heats up from the Earth's Surface, put in disarray the way the Earth's Thermal Equilibrium is achieved, because the water of soils has the function of Continental Thermoregulator. The soil water’s thermophysical function modulates thermal amplitudes through its high specific heat capacity, volumetric heat capacity, thermal conductivity, and latent heat of vaporization.

The agro-forestry technical degradation causes the Continental thermoregulation system to malfunction by decreasing the water capacity of soils. At Earth's Surface, soils are superheated during the day and accentually cooled during the night (the result in the lithosphere), and the air temperature and its movements are influenced accordingly (the result in the atmosphere), also the temperature of water from continental and oceanic precipitation (the result in the hydrosphere).

The melting of polar ice, as well as the melting of mountain glaciers, dampens thermal shock, so that temperature differences between day and night, but also atmospheric turbulence remain bearable. When this "thermal shock absorber" stops working, without repairs to get the Earth's Thermal Equilibrium out of the disarray, climate change could become unbearable.

THE AGRO-FORESTRY TECHNICAL DESERTIFICATION

The malfunctions of the Water Circuit in the Underground Agro-Forestry Waters' Sector:

The water from atmospheric precipitation is not sufficiently retained in agricultural degraded lands, nor in forestry degraded lands.

The result is a circulation of these waters underground, towards the channels of flowing waters that have become insufficiently roomy, and the waters overflow.

In Agrogeotechnics, the water from atmospheric precipitation becomes Flood-water, if it is not retained as Agricultural-water, or as Forestry-water.

Floods accompanied by soil drought indicate the manifestation in the Stage (I) for Agrotechnical Desertification and for Forestry Desertification, both irreversible by natural ways.
In the Stage (II), the underground erosion lowers the hydrographic plane below the level of rivers, the water is accumulated in the depth of the earth and thus leaves the circuit. At the surface, the flowing waters become intermittent until extinction, and the amount of water that returns to the atmosphere through evaporation from the soil and through plant transpiration is greatly reduced.
In the Stage (III), atmospheric drought + soil drought + wind erosion = complete desertification.

Local and regional, the geological profile allows or does not allow underground erosion, allows or does not allow the evolution of desertification - the stages (II) and (III).

SIGNS OF AGRO-FORESTRY TECHNICAL DESERTIFICATION in the countries of the European Union, in the United States of America and anywhere in the world: floods + pedological drought + devitalization of soils + accentuation of temperature differences between day and night + increase in atmospheric turbulence + spontaneous wildfires of vegetation.

The Spontaneous Wildfires of Vegetation and the Agro-Forestry Technical Degradation:

The vegetation which is sweating cannot be set on fire by sunstroke. If there is a lack of water in the soil or an agro-forestry chemical devitalization, the vegetation does not sweat and spontaneous wildfires occur. Soil drought is a result of agro-forestry technical degradation.

The Law of The Ecosystems' Decline

"Through the Water's Circuit, the devitalization of the continental maritime plateau coincides with the technical devitalization of soils, and the agro-forestry technical chemicalization on a continental scale is a factor of devitalization and a factor of desertification, all ecosystems on the water's circuit being put in decline" - Mihaela-Irinuța Mihalcea and Andrei Zara.

The Greenhouse Gas Theory and

The Agro-Forestry Technical Desertification

1) Air pollution by volcanism is previous to industrial age and thousands of times higher (the volcanic relief and more). The climatic disturbances, when they occur, are temporary, until the Atmospheric System actively eliminates this enormous pollution.

Proponents of the greenhouse gas theory should prove whether a balloon filled with carbon dioxide rises from the Earth's surface and ascends into the upper troposphere. After this demonstration, they will have to explain:

Why does carbon dioxide not mix into atmospheric air therefore it forms a "blanket" at the upper level of the Tropsphere!
Why carbon dioxide ceases to be soluble in rainwater!
Why don't the industrial gases from the blast furnaces descend at ground, after cooling up in the Troposphere!
Why does "The Greenhouse Effect" not retain heat at night, and the temperature differences between day and night are increasing!

2) The tiered organization of the Atmospheric System is previous to the industrial age, and the level called Thermosphere records temperatures of 1500-1800-2000 Degrees Celsius, and in the Troposphere, the location of ordinary weather phenomena, the temperature varies within wide limits, depending on the season, on the time of day or night, on the latitude, on the altitude.

3) The agro-forestry technical desertification and associated climate changes are predating the industrial age. In the world, most deserts have anthropogenic, agro-forestry technical origin. Once "The Mechanism of the Desert" is installed, the arid area expands further, without technical interventions, which is why many deserts thousands of years old are considered natural today. Regarding the causes, in the literature, deforestation competes with the great irrigation systems of antiquity.

4) The average value of the content of Carbon Dioxide in the Atmosphere is 0.030% - 0.045%. But, the main Environmental Impact, including the Ecological, Geophysical and Climate Modelling = The agrotechnics on a continental scale + The intervention on forests. Only in a theoretical and speculative setting, in which the Earth is considered a planet devoid of water, only within this framework, would be reasonable as a hypothesis: Cause No.1 of Climate Change = Greenhouse Gas Emissions.

Note: The recently 2026 WMO’s State of the Global Climate report includes the Earth’s energy imbalance as one of the key climate indicators.

The Paradigm of Climate Action: 1) The Continental Thermoregulator, 2) The Agro-Forestry Technical Desertification, 3) The Climatic Geotechnics.

The geotechnical interventions for soil water retention, combating underground erosion and repairing the water's circuit in the Underground Agro-Forestry Waters' Sector, fall within the new interdisciplinary framework of Climatic Geotechnics, respectively the Engineering of Agro-industrial Landscape, the Agrogeotechnics, the Agroclimatic Geotechnologies:

mechanized interventions of agro-geotechnical engineering to retain atmospheric water at the surface and in the soil profile;
works aimed at reducing underground erosion and restoring the water table;
measures to prevent combined phenomena: floods associated with soil drought.

KEOPS ANTIARIDITY (1) for stopping agro-forestry technical desertification and for climate repairs, are line agrogeotechnical interventions, with heavy machinery of the existing classes. Technical intervention and emergency management oppose floods and desertification, before the installation of "The Mechanism of The Desert" (floods + pedological drought + disorderly precipitations).

The "Keops Antiaridity 1 Technological Strategy" combines geotechnical engineering with modern simulation and monitoring technologies, to address two major challenges: stopping desertification and preventing floods in degraded agricultural and forestry areas and in adjacent inhabited areas.

Through the controlled realization of a Semipermeable Underground Barrier with dual function – 1) of retaining underground agro-forestry water (Underground Prosthesis "Keops Antiaridity" for Forest Belt) and 2) damming against floods (Underground Dam "Keops Antiaridity") – the strategy makes it possible to restore the natural function of soils, and is part of a broader agro-forestry terraforming and climate change adaptation effort, including through the use of "deep vibrocompaction" and "deep dynamic compaction" technologies.

The Proposed Strategic Partnership (the Institute of Agroclimatic Geotechnologies Mihalcea and Zara + Caterpillar + Fugro + IBM) raises the intervention plan to the level of a true "Keops Antiaridity 1 Mechanization", oriented towards the development of sustainable and replicable eco-technological solutions for various types of terrain. The results obtained through virtual simulations and pilot tests will represent a solid basis for the expansion of the project regionally and internationally, thus contributing to the protection of water resources, the restoration of ecosystems and the Edenization of the Earth's Thermal Equilibrium. The Agroclimatic Geotechnologies "Keops Antiaridity (1)" vs. Geotechnics of Underground Infrastructure

1) Objectives

Keops Antiaridity KA1 - Environmental repair by restoring the hydrological and thermal functions of the soil, stopping desertification, and climate rehabilitation.
Geotechnics of Constructions - Focuses on achieving optimal mechanical performance, supporting underground infrastruc-tures, and reducing the risk of burial of constructions.

2) Scale and applicability

Keops Antiaridity KA1 - The agroclimatic solution is applied on a regional or even continental scale, addressing complex environ- mental and climate issues, integrated with agricultural interventions.
Geotechnics of Constructions - Vibrocompaction and Dynamic Compaction are specifically used in construction projects, where safety and structural stability are priorities.

3) Methodology

Keops Antiaridity KA1 - Combines physical soil maintenance with the regulation of natural processes, beyond simply increasing density. The hydraulic failure of the KA1 Semipermeable Underground Barrier is prevented by the stabilizing action produced by the weight of the work, and this weight is adjusted sectoral, depending on the geomorphological particularities of the terrain.

KEOPS ANTIARIDITY (2) for the agricultural and agro-forestry terraforming of deserts, and for climate repairs, are surface agrogeotechnical interventions, either with heavy machinery systems of the existing classes, or with agrogeotechnical combined machines (non-existent heavy machinery). It is an extended app for the agriculture of some areas with historical aridity (after the installation of "The Mechanism of The Desert": insufficient precipitation for agriculture + drought + low river flows, until extinction).

The large-scale development of the Combined Machinery "Keops Antiaridity 2" for the agrogeotechnical interventions, inspired by the models in mining and underground infrastructure, makes it possible to agriculturally terraforming of deserts and appropriate climate repairs.

Given the enormous volume of soil to be processed, the need to operate at depths of 1–2 meters and the technological examples in the field of tunnelling and mining machinery, the concept calls for intense interdisciplinary collaboration to produce modular and robust equipment, capable of physically reconfiguring of the soil, thus optimizing the "field capacity for water" and accordingly repairing the Continental Thermoregulator.

Agricultural and Agro-Forestry Terraforming of Arid Regions

States can implement the "Keops Antiaridity" Interventions for the Hydro-Rehabilitation of Degraded or Desertified Soils and for combating the effects of climate change by Reactivating Natural Continental Thermoregulation.

"Keops Antiaridity" Management - requires a legal framework, the model being the Soil Conservation Act/1935 in the United States.

Introduces the following units of measure:

1 agroterra, 1AG = 10,000 Km², for lands;
1 agromaritime, 1AM = 100 Km², for the continental maritime plateau.

"Keops Antiaridity" Virtual Simulator (KAVS) - models the mechanized interventions for repairing the Continental Thermoregulator and reports them to the interactions between groundwater, surface water, soil moisture, and climate.

THE "KEOPS ANTIARIDITY" POLICY

Clarification of the Causes of Climate Change:

Air Pollution and Climate Change are two distinct subjects, not one. Sometimes, Volcanic Pollution can cause climatic disturbances, but climate change are caused cumulatively, through agro-forestry technical desertification on a continental scale, in the historical evolution of civilizations.

By affirming the technical-scientific solutions offered by Agrogeotechnics for the Hydro-Rehabilitation of Degraded or Desertified Soils and for the Reactivation of Natural Continental Thermoregulation, the Agroclimatic Geotechnologies Mihalcea and Zara open new perspectives, being overcome the exclusivist policies based on the reduction of gas emissions.

Clarifying climate change issues can release the ways and means for the climate repairs

Article 1 of the 1992 UNFCCC defines climate change as being directly or indirectly attributed to human activities that alter the composition of the global atmosphere..., a definition built on Joseph Fourier's 1824 theory of the "greenhouse effect", but a theory outdated both by the evolution over time of atmospheric sciences and by the evolution over time of other sciences, such as pedology, hydrogeology, agronomy..., an evolution of sciences that has produced academic literature and leads interdisciplinary to new conclusions, such as the Concept of Continental Thermoregulator, the Law of the Ecosystems' Decline, the Law of the Geoclimatic System, the Climate Change Equation..., new conclusions that have the field of application the Agrogeotechnics - the Agroclimatic Geotechnologies - the Mechanized Interventions "Keops Antiaridity".

Technological Progress in the Field of Land Restauration and Climate Repairs:

The Hydrorehabilitation of degraded or desertified soils is the "condition sine qua non" for agro-forestry ecological restoration, and failure to meet this condition means the impossibility of sustainable and ecologically and economically relevant results within the Land Restoration Programs.

The integration of Mihalcea-Zara expertise in the field of Agrogeotechnics means the ability to address climate problems from a multidimensional perspective, and the promotion of a framework of technical-scientific clarity, and will conduct to the regulation of interventions for climate repairs.

The letter of the Minister of National Defence, addressed «to the Permanent Group of the National Economic Project "Mihalcea and Partners", Mihalcea Mihaela Irinuța and Zara Andrei, e-mail proiectuleconomicnational@gmail.com», through the Office of the Secretariat of the Defence Staff, with the signature of Lieutenant General, Head of the Military Unit 02514, following the Decision of the Creditors of Romania on the participation of the Government in the Institute of Agroclimatic Geotechnologies, is not "The Letter of Agreement" requested by us.

Regarding the Company Contract, "... the Romanian Government will issue a "Letter of Agreement" from the Prime Minister and the Minister of Defence, for a 25% participation in the Institute of Agroclimatic Geotechnologies Mihalcea and Zara capitalized through the Claim No.1 = 50 million USD, payment obligation for National Economic Project, consulting for state, debtor-the Romanian Government, creditors - Mihalcea Mihaela Irinuța and Zara Andrei. The other 25%-50%, constitute portfolios for the association with a Heavy Machinery Manufacturer and other participants."

The UN Framework Convention on Climate Change and The UN Convention to Combat Desertification were notified together with The Romanian Academy on 10.06.2025.

The Romanian Academy was notified on 27.05.2025 at the level of the President and the Secretary General, who have the attributions and competence to convene the Section of Agricultural and Forestry Sciences, the Section of Geonomic Sciences, the Section of Technical Sciences, concerning the Antiflood and Antiaridity Interventions, which are interdisciplinary substantiated within the new field "The Agrogeotechnics" respectively the Engineering of Agro-industrial Landscape, respectively the Agroclimatic Geotechnologies, respectively the Interventions “Keops Antiaridity” against desertification - against floods - and for agricultural terraforming of deserts, introduced by the National Economic Project "Mihalcea and Partners", Romania, Part (II) of the Conceptual Package.

"Water for Climate Action Initiative of COP29 Presidency"

Considering the "State of Emergency" for "combating the causes and impacts of climate change on water basins and water-related ecosystems" and considering the need for a substantiation both for "regional and international cooperation" and for "integrated water-related mitigation and adaptation measures in national climate policies", we show the COP29 Presidency that a useful "Outcome Declaration" will indicate the sphere of causes + the sphere of effects + the sphere of solutions:

1) Recognition of the earth sciences - geology, oceanology, hydrology, pedology, agronomy - in the sphere of causes, together with the atmospheric sciences - meteorology and climatology - in the sphere of effects.

2) Recognition of the soil water as Continental Thermoregulator.

3) Recognition of the dysfunctions in the Water Circuit in Nature, through the agro-forestry technical desertification on a continental scale, at the origin of the disturbances in the Earth's Thermal Equilibrium.

4) Recognition of the interdisciplinary fields, the Agrogeotechnics - the Agroclimatic Geotechnologies, in the sphere of solutions.

Regarding the National Economic Project "Mihalcea and Partners", at the end of the year 1996, Mihaela-Irinuța Mihalcea obtained the collaboration of the documentarian Andrei Zara, and they together constitute the Permanent Group of the National Economic Project "Mihalcea and Partners", juridical person registered by the Public Ministry, the Prosecutor's Office attached to the High Court of Cassation and Justice, No. 3571/2017, the authors and the owners of the national economic project.

The Engineering of Agroindustrial Landscape is introduced by the National Economic Project "Mihalcea and Partners" for the economic, ecological and geophysical integration of the Agri-Food Economic Conglomerate. Through the Decision of the Permanent Group on 21.09.2018, the Keops Antiaridity apps were extracted from the National Economic Project "Mihalcea and Partners" for the Institute of Agroclimatic Geotechnologies Mihalcea and Zara.

The National Economic Project "Mihalcea and Partners", introduces a sum of legal relations and financial consequences with economic applications, through consulting for state at the request of Romania. 🏛️ There is establishing an international non-governmental scientific organization for Climatic Geotechnics and Agroclimatic Geotechnologies, headquartered in Geneva, Switzerland.

◉ Our mission

1) Development, standardization, and coordination of the agroclimatic geotechnologies that reduce floods, restore soil-water systems, and reverse desertification;

2) Hydro-rehabilitation of degraded or desertified soils and agricultural and agro-forestry terraforming of deserts.

◉ Scientific Foundation

- The Continental Thermoregulator Concept, which states that soil water is the primary thermal regulator of continental surfaces;

- The Desertification Mechanism Concept, which states that the agro‑forestry technical degradation of soils disrupts the Continental Thermoregulator, generating thermal instability, floods, and desertification;

- The Engineering Strategies Keops Antiaridity KA1 and KA2, which provide scalable solutions for climate repair, flood prevention, and soil‑water restoration.

◉ Core Activities

- Development of technical standards for KA1 and KA2 interventions;

- Scientific research in climatic geotechnics and agroclimatic geotechnologies;

- Coordination of international projects;

- Partnerships with engineering, hydrology, and climate institutions;

- Realization of the Keops Antiaridity Virtual Simulator (KAVS) for modeling soil‑water‑climate interactions.

◉ Institutional validity

- Non-state entities can create international organizations. Switzerland has a special legal regime for international non-governmental organizations.

- At present, there is no international institution for flood prevention, combating desertification and climate reparation, through geotechnical interventions including technical standardization.

◉ Legal validity

- Environmental law: KA1 interventions align with the Precautionary Principle (preventive action before disaster), the Prevention Principle (avoiding transboundary damage), the Resilience Principle (strengthening the capacity of ecosystems), and the Sustainable Development Principle (protection of soil and water resources).

- Human rights: Flood prevention and combating desertification contribute to the right to life, the right to food, the right to housing, and the right to a healthy environment.
