Pedestrian deaths are on the rise, with 76 percent of fatalities occurring at night. We know that the dangerous design of our roadways emphasizes speed over safety. Reduced visibility at night also drastically increases risk. Improved lighting can help keep pedestrians safe, but if we want long-term solutions, we need to reevaluate the priorities deeply embedded in our transportation infrastructure.

To understand this epidemic, we need to first look at the dangerous design of our roadways. Street design almost always prioritizes car speed over pedestrian safety, resulting in longer, more dangerous trips for people walking.

The National Complete Streets Coalition, a program of Smart Growth America, works to advance smart design solutions that enhance safety for everyone. Learn more about how Complete Streets solutions prioritize safety over speed.

Wide, overbuilt roads are unsafe for pedestrians, even in daylight, pointing to the incompatibility of safety and speed. All road users deserve safe routes of travel, regardless of time of day. Pedestrian safety can improve, and we know how to get there.

3. Michigan law states that a person operating a vessel shall operate it in a careful and prudent manner and at such a rate of speed so as not to unreasonably endanger the life or property of any person. A person shall not operate a vessel at a rate of speed greater than will permit him, in the exercise of reasonable care, to bring the vessel to stop within an assured clear distance ahead.

Vessels and persons being towed on water skis, water sleds, etc. shall maintain a distance of 100 foot from any dock, raft, buoyed or occupied bathing areas, or vessels moored or at anchor, except when the vessel is proceeding at a slow-no wake speed or when water skiers are being picked-up or dropped off.

5. When two vessels are approaching each other at right angles or obliquely so as to involve risk of collision, the operator of the vessel which has the other on his own port (left) side shall hold his course and speed, and the operator of the vessel which has the other on his own starboard (right) side shall give way to the other by directing his course to starboard so as to cross the stern of the other vessel or, if necessary to do so, shall slacken his speed, stop or reverse.

The owner of any vessel is personally responsible for any damage to life or property resulting from a wake or swell created by the negligent operation of the vessel, where the vessel is being operated with his consent.

Always maintain safe speeds and follow no-wake laws.

Understand that a 7.30 pm arrival means you will likely walk out of the terminal about 8.30pm, after clearing Mexican Immigration, reclaiming your luggage, and then Mexican Customs (in that order). Then probably at least a half-hour to get to the (ta && ta.queueForLoad ? ta.queueForLoad : function(f, g){document.addEventListener('DOMContentLoaded', f);})(function(){ta.trackEventOnPage('postLinkInline', 'impression', 'postLinks-81629773', '');}, 'log_autolink_impression');rental car counter to get your vehicle. So at the earliest you are talking about hitting the road about 9pm.

Although the road (highway) is good between Cancun and Tulum, how do you feel about driving that long in an unfamiliar country? Drive time is going to take you at least 1.5 hours; the speed limit changes frequently and you DO NOT want to speed. In fact, even if the other cars are passing you by like you are standing still, DO NOT SPEED. Rental cars are targets for the local police for la mordida (the bite).

Personally after a long day of travel (getting little sleep the night before, your flights, and not arriving until 7.30pm) I'd just suggest getting a room there near the airport (Courtyard by Marriott or Comfort Inn). Get the rental car the next morning when you are fresh and able to give the car a good thorough going over to ensure no existing damage in the DAYLIGHT. Frequently seemingly minor UPD (unrelated prior damage) is very difficult to discern at night..... and rental car companies are not against taking advantage of the unsuspecting and trusting client). Depart for Tulum mid-morning and arrive at your resort around midday, ready for a great relaxing vacation.

We drove to (ta && ta.queueForLoad ? ta.queueForLoad : function(f, g){document.addEventListener('DOMContentLoaded', f);})(function(){ta.trackEventOnPage('postLinkInline', 'impression', 'postLinks-81630773', '');}, 'log_autolink_impression');Tulum last year in the dark at around the same time. It was a very stressful car ride with both of us tired and hungry and needing to make a stop to pick up some milk and bread. If we ever end up on a flight that is landing late again, I think we'd opt to take a private transport to Tulum from the airport and make any necessary stops along the way and get a car the next day.

The number seven car was driven to victory by Tom Kristensen, Guy Smith and Rinaldo Capello, and both Kristensen and Smith are here at Goodwood to drive the cars. For nine-time Le Mans winner Kristensen, it's the first time he has sat in the Speed 8 since that win sixteen years ago. It's joined in the paddock by the number eight car which came second, and after the night-time demonstration we were able to bring both cars together on the grid to capture these stunning images.

Wedding photography is a difficult enough genre without any extra challenges thrown in the mix, but can you imagine having to shoot a wedding after dark with no flash to help? This interesting video follows a photographer as he tackles that exact challenge and contains some helpful tips in case you ever find yourself in the same situation.

Coming to you from Taylor Jackson, this great video follows him as he shoots a nighttime wedding in extremely dark conditions. It is so dark during the ceremony that his typical exposure is 1/100 s, f/1.4, ISO 5,000. Of course, he's already wide open with his aperture, and any slower of a shutter speed would begin to result in motion blur, leaving him to push the ISO to some pretty extreme values. Jackson mentions that he chose to do this instead of using flash specifically because of the couple and the venue, knowing that a flash popping every second would ruin the intended ambiance and draw far too much attention. It's quite the challenge, and it is very interesting to see how he handled it. Check out the video above for more.

It was 10:27 p.m., and John had been driving a winding rural road for hours. Although he had driven the road before and the traffic was light, the dark cloudy night and the pine trees flanking both sides of the pavement made it difficult to judge upcoming curves. As he approached one curve, he failed to notice a faded yellow-and-black sign until it was too late. Fortunately, his vehicle was going uphill, which moderated his speed, and the curve had a broad shoulder, so when his vehicle veered off the road, he was able to bring it to a stop just seconds before colliding with a tree. John was lucky.

A single year's data provide only a snapshot of any given aspect of driving safety. An analysis of crash trends since 1975 shows an improvement in nighttime safety over time. Between 1975 and 2001, the number of fatal crashes during dark conditions declined steadily, especially compared with fatal crashes under other lighting conditions.

New, tougher attitudes toward drinking and driving, improved vehicle dynamics, greater use of seat belts, and the introduction of passive restraints are among the factors that are thought to have enhanced driving safety. However, the fact that the trends in fatal crashes under other lighting conditions do not parallel those under dark conditions suggests that changes in nighttime visibility also played a role in improving safety. Specifically, researchers point to the increased use of retroreflective materials in signs, delineators, and pavement markings, as well as the development of new headlight systems, as important contributing factors.

Since the mid-1990s, the rate of reduction in fatal crashes under dark conditions has slowed. This slowing in the rate indicates that further progress will require continuing efforts to enhance night visibility.

"What you'd like in a crosswalk is very little horizontal illumination, which is light shining straight down on you," Gibbons says. "You'd want to maximize vertical illumination, which will make the pedestrian appear bright against a dark background and provide the maximum contrast. What we're looking for is the compromise between horizontal and vertical because we're providing illumination from one light source."

(Related Note: .scr files are actually .exe files. So, if for some odd reason you need an .exe to run After Dark just rename afterdar.scr to afterdar.exe and run it with the option /s. That will behave exactly the same as double clicking the .scr file.) 006ab0faaa
