Primary Stakeholders
Primary Stakeholders
- Residents of Puerto Rico
- These are the people most affected physically by the hurricane. This includes everyone who lives in Puerto Rico. These people are the ones who would need to be able to use the communication system to request for help.
- Government of Puerto Rico
- These are the stakeholders responsible for the coordination of the effort. Their goal is to keep the residents of Puerto Rico (see above) safe, while also balancing budget restrictions and public relations. These stakeholders are responsible for the implementation and coordination of the communication system.
- First responders
- These are the people on the ground trying to give assistance to those in immediate physical pain or danger. These stakeholders would be a significant portion of the users of the communication system.
- Volunteer organizations
- The volunteer organizations are similar to the first responders, but can provide assistance past the current immediate danger. As such, these groups need to access the communication system, possibly for an extended period of time.

- The communication infrastructure will have redundant systems for critical operations.

- The communication infrastructure will be operational in catastrophic events like hurricanes, floods, and earthquakes.
- The communication infrastructure will be able to handle multiple hurricanes in quick succession

- The communication infrastructure will offer communication with the entirety of the island including Culebra y Vieques.
- The communication infrastructure will be accessible by more citizens, faster, and last longer than the current disaster network.
- The communication infrastructure can be used by every individual that is living in Puerto Rico during the network’s lifetime.
- The communication infrastructure will be user friendly and easy to access. Easy to implement
Cost of the Network
- The communications infrastructure will be able to fit in the current FEMA budget.
- The communications infrastructure will be cost effective for the government of Puerto Rico to maintain.

- The communication infrastructure will provide swift and clear information exchange between users.
- The communication infrastructure will not cause harm to any individual.
- The communication infrastructure will use more than one form of communication
