TPE airport is about 150 km from Taichung City. The fastest way to travel to Taichung City is via Taiwan High-Speed Rail (HSR), but you need to first take the Mass Rapid Transit (MRT) to get from the Airport to the HSR station. Here is a brief overview of the process.
Take Taoyuan Airport MRT to Taoyuan HSR Station (fare: 30 TWD, about 15 minutes)
Take HSR from Taoyuan Station to Taichung Station (fare: 540 TWD, about 35 minutes)
Take Taxi from Taichung HSR Station to Hotel/venue (fare: ~250 TWD, about 25 minutes)

12:30: Charter bus will transport attendees from the venue to New Palace Restaurant for lunch
15:00: Charter bus will transport attendees from New Palace Restaurant to HSR Taichung Station.
