Tenants Rights

  • The ABCs of Housing prepared by the NYC Department of Housing Preservation & Development provides both tenants rights and responsibilities. It is available in several languages.

  • Division of Housing and Community Renewal (DHCR): it is responsible for the supervision, maintenance, and development of affordable low-and moderate-income housing in New York State. Among its activities are oversight and regulation of the State's public and publically assisted rental housing; administration of the State's rent regulations and protection of rent regulated tenants; and administration of housing development and community preservation programs.

  • Metropolitan Council on Housing: they have information on how you form a tenants association and what their role is.

  • Tenant Protection Unit: In 2011, New York State passed the greatest expansion of rent regulations in 40 years and created a new Tenant Protection Unit (TPU). The TPU's role is to protect the rights of rent regulated tenants and provide information to both tenants and owners, increase compliance with and enforce rent regulation laws and detect landlords’ fraudulent acts and non-compliance with housing laws.
