Jang-Hwa Leu currently serves as the Director General of Industrial Development Bureau (IDB), Ministry of Economic Affairs, Taiwan. Under his leadership, IDB is the agency to formulate policies to support various industries including information technology, consumer goods & chemical, metal & mechanical, knowledge services and sustainable development in Taiwan. In recent years, Director General Leu also commits himself to promote Taiwan’s 5+2 industrial innovation plans to encourage industrial transformation.
April McClain-Delaney joined NTIA as Deputy Assistant Secretary of Commerce for Communications and Information in January 2022. McClain-Delaney has more than 30 years’ experience in communications law, regulatory affairs and advocacy across a broad spectrum of private sector and non-profit engagements. She most recently served as the Washington Director and board member for Common Sense Media, a leading nonprofit focused on how media impacts kid health and well-being. Her policy and advocacy efforts while there spanned digital citizenship, bridging the digital divide and tech equity issues, privacy matters, media messaging to girls, spectrum issues and internet governance.
McClain-Delaney began her professional career as law associate with Cohn & Marks specializing in broadcast and cable matters. She later served as assistant general counsel and regulatory affairs director at Orion Satellite where she oversaw international regulations in 20 plus countries and served as a founding board member of the Satellite Industry Association. In addition to her professional endeavors, she has served on numerous boards and councils, including the Meridian Women’s Leadership Council; Georgetown Institute for Women, Peace and Security; Georgetown Law Center (past chair); Northwestern University Board of Trustees; the International Center for Research on Women; Innocents at Risk; and the bipartisan Congressional Club. She received her BS from Northwestern University, her JD from Georgetown Law Center and is member of DC Bar and the FCBA. She is married to former Congressman John Delaney of Maryland and the mother of their four daughters.
With 20 years of experience engaging global partners with Taiwan's ecosystem in WiMAX, 4G/LTE and 5G, Maggie Chao currently serves as the Deputy Division Director at Industrial Technology Research Institute, Taiwan. Under her capacity, she also leads the Communications Industry Development Project Office, delegated by Industrial Development Bureau, Ministry of Economic Affairs, Taiwan to oversee international cooperation projects with stakeholders in 5G, open networking and broadband.
