童軍 是一種源自英國的國際性青少年社會運動，創辦人為羅伯特·史蒂芬生·史密斯·貝登堡(Robert Stephenson Smyth Baden-Powell)。童軍自始創以來已超過110年歷史；目前全球共有3,800萬童軍會員，分佈在216個國家或地區。

Scouting is a movement of young people supported by adults; it is not a movement for young people managed by adults only. Thus, Scouting offers the potential for a learning community of young people and adults, working together in a partnership of enthusiasm and experience.
童軍運動是由成年領袖支持的青少年的運動; 它不單是一個由成年人設計給青少年參加的活動。因此, 童軍活動提供了成年人與青少年間一個彼此互相學習, 經驗傳承與發揮熱情衝勁的最好機會。

The mission of Scouting is to contribute to the education of young people, through a value system based on the Scout Promise and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society.

童軍運動的任務是以童軍誓詞、規律為基礎的價值系統, 致力於青少年的教育, 期使人人健全發展並能在社會中扮演具建設性的角色, 以幫助建設更美好的世界。
達成方法
在青少年發展時期,透過非正規教育的實施培養其人格。
藉由特定方法發展青少年成為獨立自主、願意助人、富責任感及樂於承擔的人。
協助青少年發展出一套如同童軍誓詞規律所闡示的, 包括.精神、社會及個人各個層面的價值觀體系。

This is achieve by:
Involving them throughout their formative years in a non-formal educational process.
Using a specific method that makes each individual the principal agent in his or her development as a self-reliant, supportive, responsible and committed person.
Assisting them to establish a value system based upon spiritual, social and personal principles as expressed in the Promise and Law.

To achieve this mission, we will:
