Qualifications:
To be eligible to nominate and submit voting delegates for the 2024-2025 District Convention, your club must be in good standing by meeting the following criteria:
All International and District dues must be paid fifteen (15) days prior to the close of credentials certification, which is the day of the Convention.
A club can only have an outstanding balance of $10.00 with LCI in order to be in good standing.

Article VIII DISTRICT ORGANIZATION Section 4: District Conventions:A) The District shall hold its Convention at least twenty five (25) days prior to the StateConvention for the purpose of electing the officers for the upcoming year.B) The District elections shall include Kentucky Lions Eye Foundation District Trustees.C) The District Governor shall issue an official call by printed or electronic means to allclubs for the annual District Convention not less than sixty (60) days prior to the datefixed for holding the same, stating the place, day and hour thereof.D) The members of the District Cabinet shall be the officers of the annual DistrictConvention.E) A Convention Sergeant-at-Arms and such assistant Sergeants-at-Arms as deemednecessary shall be appointed by the District Governor.Revised May 21, 2022 Page 21 of 31F) Official Report: Within fifteen (15) days after the close of each District Convention, theCabinet Secretary shall transmit one (1) copy of the complete proceedings to theInternational office and to each club in the respective District.G) Credentials Committee: The Credentials Committee of the District Convention shall becomposed of the District Governor, as Chairperson, the Cabinet-Secretary Treasurer andtwo (2) other non-officers of the District appointed by the District Governor, each ofwhom shall be a member in good standing of a different Lions club in good standing in theDistrict and shall not through the duration of the appointment hold any District orInternational office either by election or appointment. The Credentials Committee shallhave the powers and perform the duties set forth in Robert's Rules of Order, NewlyRevised.H) The District Governor shall arrange the order of business for the District Convention,and the same shall be the Order of the Day for all sessions.I) District Convention Committees: The District Governor shall appoint, designate theChairperson of, and fill any vacancies occurring in the following District Conventioncommittees: Resolutions, Elections, Constitution and By-Laws, Rules and InternationalConvention. Each Region shall have at least one (1) representative on each suchcommittee. These committees shall perform such duties as the District Governor shalldesignate.

ARTICLE IXDISTRICT OFFICER QUALIFICATIONSSection 1: A District Governor shall have the following qualifications:A) Be an active member in good standing of a Lions club in his/her District;B) Secure the endorsement of his/her club or a majority of the clubs in his/her District.C) Currently serving as First Vice District Governor within the District from which he/sheis to be elected.D) Only in the event the current First Vice District Governor does not stand for election asDistrict Governor, or if a vacancy in the position of First Vice District Governor exists atthe time of the District Convention, any club member who fulfills the qualifications for theoffice of First Vice District Governor as set forth in Section 2 of this Article IX and who iscurrently serving or who has served one (1) additional year as a member of the DistrictCabinet, shall fulfill the requirements of this Section.E) With none of the above being accomplished concurrently.Section 2: A First Vice District Governor shall have the following qualifications:A) Be an active member in good standing of a Lions club in good standing in his/hersingle or sub-district.B) Secure the endorsement of his/her club or a majority of the clubs in his/her single orsub-district.C) Currently serving as the Second Vice District Governor within the District from whichhe/she is to be elected.D) Only in the event the current Second Vice District Governor does not stand for electionas First Vice District Governor, or if a vacancy in the position of Second Vice DistrictGovernor exists at the time of the District Convention, any club member who fulfills thequalifications for the office of Second Vice District Governor as set forth in these By-Lawsor Constitution shall fulfill the requirements of subsection (2) of this section.E) with none of the above being accomplished concurrently.Section 3: A Second Vice District Governor shall have the following qualifications:A) Be an active member in good standing of a Lions club in good standing in his/hersingle or sub-district.B) Secure the endorsement of his/her club or a majority of the clubs in his/her single orsub-district.C) Have served or will have served at the time he/she takes office as Second Vice DistrictGovernor:D) As a President of a Lions club for a full term or major portion thereof, and a member ofthe Board of Directors of a Lions club for no less than two (2) additional years; andE) As a Zone Chairperson or Region Chairperson or Cabinet Secretary and/or Treasurerfor a full term or major portion thereof.F) As a Third Vice District Governor for a full term or major portion thereof.G) Has not completed a full term or major portion thereof as District Governor.H) With none of the above being accomplished concurrently.Section 4: A Third Vice District Governor shall have the following qualifications:Revised May 21, 2022 Page 23 of 31A) Be an active member in good standing of a Lions club in good standing in his/herDistrict.B) Secure the endorsement of his/her club or a majority of the clubs in his/her single orsub-district.C) Have served or will have served at the time he/she takes office as Third Vice DistrictGovernor:D) As a President of a Lions club for a full term or major portion thereof, and a member ofthe Board of Directors of a Lions Club for not less than two (2) additional years, andE) As a Zone Chairperson or Region Chairperson or Cabinet Secretary and/or Treasurerfor a full term or major portion thereof.F) Has not completed a full term or major portion thereof as District Governor.G) With none of the above being accomplished concurrently.Section 5: A Region Chairperson shall have the following qualifications:A) Be an active member in good standing of a Lions club in good standing in his/herDistrict.B) Have served or will have served at the time he/she takes office as Region Chairperson:C) As President of a Lions club for a full term or major portion thereof, and a member ofthe Board of Directors of a Lions Club for not less than two (2) additional years, andD) As Zone Chairperson or Cabinet Secretary-Treasurer for a full term or major portionthereof.E) Secured the endorsement of his/her Club or a majority of the Clubs in his/her Region.F) With none of the above being accomplished concurrently.Section 6: A Zone Chairperson shall have the following qualifications:A) Be an active member in good standing of a Lions club in good standing in his/herDistrict.B) Secure the endorsement of his/her club or a majority of the clubs in his/her Zone.C) Have served or will have served at the time he/she takes office as Zone Chairperson,as President of a Lions Club for a full term or major portion thereof, and a member of theBoard of Directors of a Lions Club for not less than two (2) additional years.D) With none of the above being accomplished concurrently.Section 7: A Council Associate shall have the following qualifications:A) Shall not have served in the office of District Governor.B) Have served as a President of a Lions club for a full term or major portion thereof.C) Have served as a Zone or Region Chairperson for a full term or major portion thereof.D) Have been a Lion for at least five (5) years.E) Have not served as a Council Associate previously.F) Be an active member in good standing of a Lions Club in his/her District.G) Secure the endorsement of his/her club or a majority of the clubs in his/her District.ARTICLE XDISTRICT NOMINATIONS AND ELECTIONSSection 1: Nominating Committee:Each District Governor shall appoint by written notification and send to all clubs at least sixty(60) days prior to the District Convention, a Nominating Committee of not less than three (3)and no more than five (5) members, each of whom shall be a member in good standing of aRevised May 21, 2022 Page 24 of 31different Lions Club in good standing in the District and shall throughout the duration of theirappointment not hold any District Cabinet or International office either by election orappointment.Section 2: District Governor Election Procedure:Any qualified member of a club in the District seeking the office of District Governor shall, oncehaving received the endorsement from his/her club or District, file his/her intention to so run inwriting with the Nominating Committee thirty (30) days prior to its report to the DistrictConvention, and furnish evidence of his/her compliance with the qualifications for said office setout in the International Constitution and By-Laws. The Nominating Committee shall place innomination at the District Convention the name(s) of all candidate(s) so qualified. If none are soreceived and/or so qualified, then, but then only, nominations for the office may be made fromthe floor. A Candidate shall be allowed one (1) nominating speech of no more than five (5)minutes duration, and one (1) seconding speech of no more than three (3) minutes duration.Section 3: First, Second, Third Vice District Governor and Council Associate ElectionProcedure:Any member of a club in the District seeking the office of First, Second, or Third Vice DistrictGovernor or Council Associate shall, once having received the endorsement from his/her club orDistrict, file his/her intention to so run in writing with the Nominating Committee thirty (30)days prior to its report to the Convention, and furnish evidence of his/her compliance with thequalifications for said office set out in the International Constitution and By-Laws. TheNominating Committee shall place in nomination at the District Convention the names of allCandidates so qualified. If none are so received and/or so qualified, then, but then only,nominations for the office may be made from the floor. Each Candidate shall be allowed one (1)nominating speech of no more than five (5) minutes duration, and one seconding speech of nomore than three (3) minutes duration.Section 4: Ballot:The election shall be by secret written ballot, with the Candidate or Candidates required tosecure a majority of the votes cast by the delegates present and voting in order to be declaredelected. For the purpose of such an election, a majority is defined as a number more than one-half (1/2) of the total valid votes cast excluding blanks and abstentions. If, on the first ballot,and subsequent ballots, no Candidate receives a majority, the Candidate or tied Candidatesreceiving the lowest number of votes shall be eliminated and balloting shall continue until one(1) Candidate receives a majority. In case of a tie on any ballot, balloting shall continue on thetied Candidates until one (1) is elected.Section 5: District Governor Vacancy:In the event of a vacancy in the office of District Governor, the same shall be filled in accordancewith the provisions of the International Constitution and By-Laws. The Immediate Past DistrictGovernor, First, Second, and Third Vice District Governors, Region Chairpersons, ZoneChairpersons, the Cabinet Secretary and Cabinet Treasurer (or Cabinet Secretary/Treasurer) andDistrict Governor’s Honorary Committee and Past District Governors, Past International Directorsand Past International Presidents in the District shall convene at a date, time and place calledand determined by the most Immediate Past District Governor or if not available, the mostrecent Past District Governor to select a replacement for recommendation to the InternationalBoard of Directors. In order for a Lion to be eligible and qualified to be selected to fill a vacancyin the office of District Governor, he/she must have thefollowing qualifications:Revised May 21, 2022 Page 25 of 31A) Active Member in good standing of a Lions club in good standing in his/her single orsub-district.B) Have served or will have served at the time he/she takes office as District Governor:C) As President of a Lions club for a full term or major portion thereof; andD) As a member of the District Cabinet for two (2) full terms or major portion thereof.E) With none of the above being accomplished concurrently. It is encouraged that the firstVice District Governor fulfills his/her full term of office and other qualified Lions beconsidered for filling a vacancy in the office of District Governor.Section 6: First, Second, and Third Vice District Governors & Other Vacancies:Any vacancy in office except that of District Governor and First, Second and Third Vice DistrictGovernors shall be filled by appointment from the District Governor for the unexpired term. Inevent of a vacancy arising in the office of First, Second or Third Vice District Governor, theDistrict Governor shall convene a meeting of the members of the existing Cabinet as providedfor in the International Constitution and By-Laws and all Past International officers who aremembers in good standing of a Lions club in good standing in the District. It shall be the duty ofthe attendees at this meeting to recommend a qualified club member as First, Second or ThirdVice District Governor for the remainder of the term. In filling said vacancy, it shall be the dutyof the District Governor, or if not available, the most recent Past District Governor who isavailable, to send out invitations to attend said meeting and it shall also be his/her responsibilityto preside as Chairperson of the meeting. The Chairperson shall convey the results to theInternational office within seven (7) days, together with evidence of invitations sent and meetingattendance. Each Lion who is entitled to receive an invitation to attend and is present at saidmeeting shall be entitled to cast one (1) vote for the Lion of his/her choice. In order for a Lion tobe eligible and qualified to be selected to fill a vacancy in the office of First, Second, or ThirdVice District Governor, he/she must have the following qualifications:A) Active Member in good standing of a Lions club in good standing in his/her single orsub-district.B) Have served or will have served at the time he/she takes office as Vice DistrictGovernor:C) As an officer of a Lions club for a full term or major portion thereof.D) As a member of the District Cabinet for a full term or major portion thereof.E) With none of the above being accomplished concurrently.Section 7: Zone Chairperson Election Procedure:Any member of a club in the District seeking the office of Zone Chairperson shall, once havingreceived the endorsement from his/her club or District, file his/her intention to so run in writingwith the Nominating Committee thirty (30) days prior to its report to the Convention, andfurnish evidence of his/her compliance with the qualifications for said office set out in theInternational Constitution and By-Laws.The Nominating Committee shall place in nomination at the District Convention the names of allCandidates so qualified. The District Governor shall convene a meeting of the membersof the existing Cabinet as provided for in the International Constitution and By-Laws and all PastInternational officers who are members in good standing of a Lions club in good standing in theDistrict. It shall be the duty of the attendees at this meeting to recommend a qualified clubmember as Council Associate for the remainder of the term. In filling said vacancy, it shall bethe duty of the District Governor, or if not available, the most recent Past District Governor whois available, to send out invitations to attend said meeting and it shall also be his/herresponsibility to preside as Chairperson of the meeting. Each Lion who is entitled to receive aninvitation to attend and is present at said meeting shall be entitled to cast one (1) vote for theLion of his/her choice. The Nominating Committee shall place innomination at the District Convention the name(s) of all candidate(s) so qualified. If none are soreceived and/or so qualified, then, but then only, nominations for the office may be made fromthe floor. A Candidate shall be allowed one (1) nominating speech of no more than five (5)minutes duration, and one (1) seconding speech of no more than three (3) minutes duration.Section 3: First, Second, Third Vice District Governor and Council Associate ElectionProcedure:Any member of a club in the District seeking the office of First, Second, or Third Vice DistrictGovernor or Council Associate shall, once having received the endorsement from his/her club orDistrict, file his/her intention to so run in writing with the Nominating Committee thirty (30)days prior to its report to the Convention, and furnish evidence of his/her compliance with thequalifications for said office set out in the International Constitution and By-Laws. TheNominating Committee shall place in nomination at the District Convention the names of allCandidates so qualified. If none are so received and/or so qualified, then, but then only,nominations for the office may be made from the floor. Each Candidate shall be allowed one (1)nominating speech of no more than five (5) minutes duration, and one seconding speech of nomore than three (3) minutes duration.Section 4: Ballot:The election shall be by secret written ballot, with the Candidate or Candidates required tosecure a majority of the votes cast by the delegates present and voting in order to be declaredelected. For the purpose of such an election, a majority is defined as a number more than one-half (1/2) of the total valid votes cast excluding blanks and abstentions. If, on the first ballot,and subsequent ballots, no Candidate receives a majority, the Candidate or tied Candidatesreceiving the lowest number of votes shall be eliminated and balloting shall continue until one(1) Candidate receives a majority. In case of a tie on any ballot, balloting shall continue on thetied Candidates until one (1) is elected.Section 5: District Governor Vacancy:In the event of a vacancy in the office of District Governor, the same shall be filled in accordancewith the provisions of the International Constitution and By-Laws. The Immediate Past DistrictGovernor, First, Second, and Third Vice District Governors, Region Chairpersons, ZoneChairpersons, the Cabinet Secretary and Cabinet Treasurer (or Cabinet Secretary/Treasurer) andDistrict Governor’s Honorary Committee and Past District Governors, Past International Directorsand Past International Presidents in the District shall convene at a date, time and place calledand determined by the most Immediate Past District Governor or if not available, the mostrecent Past District Governor to select a replacement for recommendation to the InternationalBoard of Directors. In order for a Lion to be eligible and qualified to be selected to fill a vacancyin the office of District Governor, he/she must have thefollowing qualifications:Revised May 21, 2022 Page 25 of 31A) Active Member in good standing of a Lions club in good standing in his/her single orsub-district.B) Have served or will have served at the time he/she takes office as District Governor:C) As President of a Lions club for a full term or major portion thereof; andD) As a member of the District Cabinet for two (2) full terms or major portion thereof.E) With none of the above being accomplished concurrently. It is encouraged that the firstVice District Governor fulfills his/her full term of office and other qualified Lions beconsidered for filling a vacancy in the office of District Governor.Section 6: First, Second, and Third Vice District Governors & Other Vacancies:Any vacancy in office except that of District Governor and First, Second and Third Vice DistrictGovernors shall be filled by appointment from the District Governor for the unexpired term. Inevent of a vacancy arising in the office of First, Second or Third Vice District Governor, theDistrict Governor shall convene a meeting of the members of the existing Cabinet as providedfor in the International Constitution and By-Laws and all Past International officers who aremembers in good standing of a Lions club in good standing in the District. It shall be the duty ofthe attendees at this meeting to recommend a qualified club member as First, Second or ThirdVice District Governor for the remainder of the term. In filling said vacancy, it shall be the dutyof the District Governor, or if not available, the most recent Past District Governor who isavailable, to send out invitations to attend said meeting and it shall also be his/her responsibilityto preside as Chairperson of the meeting. The Chairperson shall convey the results to theInternational office within seven (7) days, together with evidence of invitations sent and meetingattendance. Each Lion who is entitled to receive an invitation to attend and is present at saidmeeting shall be entitled to cast one (1) vote for the Lion of his/her choice. In order for a Lion tobe eligible and qualified to be selected to fill a vacancy in the office of First, Second, or ThirdVice District Governor, he/she must have the following qualifications:A) Active Member in good standing of a Lions club in good standing in his/her single orsub-district.B) Have served or will have served at the time he/she takes office as Vice DistrictGovernor:C) As an officer of a Lions club for a full term or major portion thereof.D) As a member of the District Cabinet for a full term or major portion thereof.E) With none of the above being accomplished concurrently.Section 7: Zone Chairperson Election Procedure:Any member of a club in the District seeking the office of Zone Chairperson shall, once havingreceived the endorsement from his/her club or District, file his/her intention to so run in writingwith the Nominating Committee thirty (30) days prior to its report to the Convention, andfurnish evidence of his/her compliance with the qualifications for said office set out in theInternational Constitution and By-Laws.The Nominating Committee shall place in nomination at the District Convention the names of allCandidates so qualified. A Candidate shall be allowed one (1)nominating speech of no more than five (5) minutes duration, and one (1) seconding speech ofno more than three (3) minutes duration.Section 8: Appointment of Region and Zone Chairpersons:The District Governor shall appoint, or the District shall elect, by the time he/she takes office,one (1) Region Chairperson for each Region and one (1) Zone Chairperson for each Zone, in theDistrict.Revised May 21, 2022 Page 26 of 31Section 9: Region and Zone Chairperson Vacancies:If any Region Chairperson or Zone Chairperson shall cease to be a member of a club in theRegion or Zone, as the case may be, to which he/she was appointed or elected, his/her term ofoffice shall thereon cease, and the District Governor shall appoint a successor to fill said office.Provided, however, that the District Governor, in his/her discretion, may determine not to usethe position of Region Chairperson for the remainder of the term.Section 10: Council Associate VacancyThe vacancy in the office of Council Associate shall be filled by appointment from the DistrictGovernor for the unexpired term. The District Governor shall convene a meeting of the membersof the existing Cabinet as provided for in the International Constitution and By-Laws and all PastInternational officers who are members in good standing of a Lions club in good standing in theDistrict. It shall be the duty of the attendees at this meeting to recommend a qualified clubmember as Council Associate for the remainder of the term. In filling said vacancy, it shall bethe duty of the District Governor, or if not available, the most recent Past District Governor whois available, to send out invitations to attend said meeting and it shall also be his/herresponsibility to preside as Chairperson of the meeting.
