The Philippine Association for Laboratory Animal Science (PALAS) is a professional, non-profit organization dedicated to advancing the ethical and scientific use of laboratory animals in research and education in the Philippines. Established in 1988, PALAS plays a critical role in promoting humane animal care and use through the development of policies, training programs, accreditation systems, and collaborative initiatives with national and international institutions. Its core mission is to support researchers, veterinarians, laboratory personnel, and academic institutions in conducting responsible and scientifically sound animal-based research, guided by the principles of animal welfare and the global 3Rs framework—Replacement, Reduction, and Refinement.
One of the primary functions of PALAS is to ensure that laboratory animal care and use comply with existing national laws, particularly the Animal Welfare Act of 1998 (Republic Act 8485), and its implementing rules and regulations under the Department of Agriculture (e.g., DA Administrative Order No. 40). PALAS is instrumental in the development and dissemination of a Code of Practice for the Care and Use of Laboratory Animals, which provides detailed standards for housing, handling, anesthesia, surgery, and euthanasia of lab animals. These guidelines are widely adopted by research and academic institutions in the Philippines to ensure ethical and standardized practices in animal experimentation.
Another key activity of PALAS is its capacity-building initiatives. The organization regularly conducts training workshops across the country, focusing on essential topics such as laboratory animal handling, drug administration, blood collection, surgical techniques, and proper euthanasia methods. These trainings are often attended by scientists, students, veterinarians, and technical staff who are directly involved in animal care or research. PALAS-certified trainers lead these programs, ensuring that participants gain hands-on experience and updated knowledge aligned with both national and international standards.
Moreover, PALAS actively participates in the global community of laboratory animal science. It is a recognized member of the Asian Federation of Laboratory Animal Science Associations (AFLAS), where it contributes to regional dialogues and policy development. PALAS also works closely with local stakeholders such as the Philippine Veterinary Medical Association (PVMA), government agencies, and academic institutions to advocate for animal welfare and scientific integrity in research.
Through its comprehensive approach—spanning education, policy, accreditation, and international collaboration—PALAS has become the cornerstone organization for laboratory animal science in the Philippines. It continues to shape national research practices, ensure ethical treatment of animals, and support the advancement of biomedical research. As science evolves, PALAS remains committed to guiding institutions and professionals in meeting the highest ethical and scientific standards for animal care and use.
