Lion José Osvaldo Morales Colón, PMJF, was born at the Dr. Perea Clinic in Mayagüez and raised in the town of Sabana Grande, Puerto Rico. His parents were Lion José Antonio Morales and Evelyn Colón Ortiz, both deceased. He is the third of three children. He is happily married to Lioness Sandra Zeno Pérez, with whom he has a beautiful family of three children and three grandchildren.
He completed his elementary, middle, and high school education in the public schools of Sabana Grande. He enrolled in the Social Sciences program at the Inter-American University of Puerto Rico, San Germán Campus (the ever-remembered Poly), where he earned 80 academic credits before joining the United States Navy. He served with honorable distinction for 20 years, 17 of them assigned to the Naval Security Group Command, the Naval Space Command, and the Joint Pacific Intelligence Command. He was awarded numerous medals and certificates of recognition and appreciation.
From a young age, he has been a prominent community leader, belonging to numerous civic organizations in his town. He currently belongs to Post #36 Ángel G. Martínez of the American Legion in Sabana Grande, and to Chapter #3 Sergeant First Class Luis Morales of the Disabled American Veterans in San Germán, where he assists veterans and their dependents with matters related to rights and benefits acquired during their service.
His Lions Club life began at a young age as a Cub. In 2014, he joined the Sabana Grande Lions Club, becoming an active leader and holding various leadership positions. He has been recognized as Lion of the Year and has received two Certificates of Recognition from International Presidents. As a firm believer in the humanitarian work carried out by LCIF, he is a Melvin Jones Friend of the Progressive Program (3 Diamonds), and his First Lady, Sandra, is a Melvin Jones Friend of the Progressive Program (2 Diamonds).
He has had an outstanding record of service at the district level, holding various leadership positions and the positions required for District Governor, demonstrating his dedication and high sense of responsibility as a Lion, always cooperating with fellow Lions who request his help or advice, with those in need in our communities, and with the ongoing work of Lions International.
He is a graduate of the Regional Lions Leadership Institute (RLLI) and the Advanced Lions Leadership Institute (ALLI). He has completed the courses for District Vice Governor and earned a Master's degree in Lions knowledge from Lions University. He has attended two USA/Canada Lions Leadership Forums.
He participated as a Club delegate at the 103rd International Convention (2021), held virtually, and at the 107th International Convention (2025) held in Orlando, Florida, USA. At the 89th Annual Convention of Multiple District-51 held in Guayanilla, Puerto Rico in May 2026, he was elected District Governor of Subdistrict 51-O.
