I think this has something to do with an electrical braking system for a towed trailer.
This coil of resistance wire looks as if it has something to do with the trailer braking system too.
Did some research and they are Kelsey Hayes electric brakes. By tapping into the resistance wire coil at different points you set the ball-park braking force on the towed trailer depending on its weight and then fine tune it when driving using the lever under the dash.
From the documentation I have also worked out from a receipt for purchase of a trailer (or caravan in the UK) it towed that it would have been something very similar to this. Late 60's / early 70's Yellowstone trailer.
A stack of these stickers were in the glove box! He did not own the car though.
Found some melted wiring under dash where 2 wires crossed a sharp metal edge. Look like this is my first job.
