The foundation of the SAR in Virginia are 20 all-volunteer, search and rescue groups with Memorandums of Understandings (MOU) with the Virginia Department of Emergency Management (VDEM) to provide search and rescue rescue services to the citizens of Virginia.

Pittsylvania County, VA
SAR Specialties: Ground Search
Angel Search and Rescue provides trained ground searchers and command organization for search and rescue operations or natural/manmade disasters in Pittsylvania County and surrounding areas. Angel SAR will also provide assistance with communications and provide supplemental emergency medical support as requested. A secondary mission of Angel Search and Rescue is to provide educational programs to the general public in order to decrease the number of searches in the area serviced by Angel Search and Rescue.

Black Diamond Search And Rescue Council provides specially trained professional’s to find lost or missing people in wilderness, rural or disaster environments. We train and employ Ground Teams , Trackers, Search Management teams, K9 Wilderness Live find and K9 Cadaver in a wide variety of environments and weather condition in a wide variety of environments and weather conditions, including farmland, wilderness, and urban areas. We deploy our resources when requested throughout Virginia and adjacent States when requested. We can assist in rescue and recovery operations conducted in the aftermath of man-made or natural disaster.

Blacksburg Volunteer Rescue Squad, BVRS, (formerly the Southwest Virginia Mountain Rescue Group, SWVAMRG,) is a wilderness search and rescue organization that provides professional trained search management and field personnel for missions in Virginia as well as the mid Atlantic region. Services include all-weather search and rescue of missing persons and downed aircraft, complete search and rescue management, technical and semi-technical evacuations, and safety and survival education.

Blue and Gray is a professional volunteer wilderness Search and Rescue organization serving the Mid-Atlantic region. Blue and Gray is a member of the Virginia Search and Rescue Council and operates as a state resource under an MOU with the Virginia Department of Emergency Management.

The Blue Ridge Mountain Rescue Group (BRMRG) is a member of the Appalachian Search and Rescue Conference (ASRC), an emergency resource that manages and assists in the search and rescue of lost people and aircraft throughout Virginia and its bordering states.

CAM is a charity which fields search and rescue teams in 10 states, including Virginia. CAM provides professionally trained ground and management personnel and resources, including command trailers, communications equipment, and alternate transportation throughout the Commonwealth.

Virginia Wing of the Civil Air Patrol (CAP) provides air, ground, management, and communication resources in support of air, ground, and disaster missions. CAP resources can be requested through VDEM as well as the Air Force Rescue Coordination Center (AFRCC).

CSAR is a state resource and member organization of the Virginia Search and Rescue Council, an advisory group to the Department of Emergency Management, in Richmond. When called upon, they provide communication support, and trained ground searchers as the situation requires.

An all-volunteer search and rescue organization, Greater Atlantic Rescue Dogs (GARD) uses specially trained dogs to search for and find lost or missing people in wilderness, rural or disaster environments. GARD uses air scent dogs that will detect any human scent in a given area. They are a member of the Virginia Search and Rescue Council and operate as a state resource with the Virginia Department of Emergency Management.

Mid-Atlantic D.O.G.S. (MA/D) has dog/handler teams located in various geographic locations throughout the states of Maryland and Virginia. MA/D strives to provide quick response for search assistance in Maryland, Pennsylvania, Virginia, West Virginia and the District of Columbia. The unit is also available to respond to more distant locations.

Based in the Greater Richmond Virginia area, the Piedmont Search and Rescue (PSAR) group is dedicated to saving lives in the outdoors through prevention programs, public education, and mission response.
Bridgewater, VA
SAR Specialties: Ground Search
Providing ground search and rescue for the Shenandoah Valley, Commonwealth of Virginia, and surrounding states since 1984. We operate in the field, and in the incident command post focusing on above ground search and below ground rescue.
SAR Specialties: Ground Search, Tracking Operations
Members of the Search and Rescue Tracking Institute (SARTI) have volunteered their time to preserve and train in the skills of human and animal tracking. Many of our members are also avid animal trackers or have former law enforcement or military training. SARTI provides assistance to localities across the Commonwealth of Virginia and in the Mid-Atlantic region. Since 2001, SARTI has had a Memorandum of Understanding (MOU) with VDEM. This MOU allows the group to assist with missing person, cold case and evidence searches for the Commonwealth. SARTI personnel are also active members of the Virginia Search and Rescue Council and the International Society of Professional Trackers.

The Shenandoah Mountain Rescue Group (SMRG) is a professional volunteer wilderness search and rescue organization established to provide assistance to those who become lost or injured in the outdoors.

SAR Specialties: Ground Search
Spotsylvania Sheriff’s Office Search and Rescue Team is a combination Public Safety team supplemented with citizen volunteers specifically trained in search and rescue with capabilities to provide Incident Management, Ground Search Operations, Tracking and Trailing K-9’s, Wilderness Medics, Drone and SAR Equine. This team is capable of searches in any terrain and/or weather conditions in Virginia as well as Nationwide under EMAC. We are a member of VASARCO and operate under an MOU with the Virginia Department of Emergency Management.

Tidewater Search and Rescue is a non-profit, all-volunteer SAR organization based in the Tidewater region of Virginia and operating under an MOU with the Virginia Department of Emergency Management. TSAR provides incident command staff, search team management, and ground search resources for lost persons and missing aircraft in both wilderness and urban settings throughout the Commonwealth. Our members are fully trained in all skills required to accomplish this mission, including semi-technical rescue, search tactics/techniques, and land navigation. TSAR also supports the local community through public service projects and wilderness safety educational training.
Mid-Atlantic Region

TROTSAR Mounted Team is a first responder resource that serves government public safety organizations in Maryland, Virginia, West Virginia, Delaware and Pennsylvania. The TROTSAR Mounted Search & Rescue Team Inc. is devoted to working for various federal, state and local governments, during incidents of lost and missing persons.

The Virginia Search and Rescue Dog Association (VSRDA) is the Southeast’s oldest air scenting wilderness search dog unit. VSRDA is available 24 hours a day, 7 days a week at no charge to the requesting agency. VSRDA is a highly skilled volunteer canine search and rescue unit that utilizes specially trained dogs to locate missing persons in wilderness, disaster, human remains and water search and rescue/recovery missions.
Supporting Organizations
The ASRC consists of nine groups dedicated to training to highest standards in Wilderness Search and Rescue.
The Virginia Department of Emergency Management (VDEM) is a state agency and member of the Virginia SAR Council. VDEM works closely with local government emergency managers, other state agencies, voluntary organizations and federal agencies to ensure a comprehensive, efficient and effective response to emergencies and disasters throughout Virginia.
The Virginia Sheriffs’ Association (VSA) gives a voice to Virginia sheriffs and deputies. Working on many levels and in cooperation with the various segments of the criminal justice system and state government, VSA guarantees unfailing representation for sheriffs and deputies throughout the Commonwealth of Virginia.
