Economic and Social Council (ECOSOC) resolution 9(I) created the Commission on Narcotic Drugs (CND) in 1946 to help the ECOSOC monitor the implementation of international drug control accords. The CND's authority was extended by the General Assembly (GA) in 1991 so that it could serve as the UNODC's supreme body. In accordance with ECOSOC resolution 1999/30, the CND was required to divide its agenda into two different parts: a normative segment for carrying out treaty-based and normative tasks, and an operational component for acting as the UNODC's governing body. The CND meets once a year to discuss and vote on a variety of issues and resolutions. To give UNODC policy recommendations, the CND routinely holds intersessional meetings. The CND, which oversees the UN drug program, convenes at a reconvened session before the end of the year to discuss financial and administrative issues. The 2019 Ministerial Declaration on strengthening actions at the national, regional, and international levels to accelerate the implementation of shared commitments made to jointly address and counter the global drug problem was adopted by the Commission at the ministerial segment of its 62nd session in 2019. In the Declaration, Member States agreed to conduct a mid-term assessment in 2024 and a review of the policy commitments in the Commission in 2029. In order to hasten the execution of the commitments made in relation to international drug policy, the Commission is working on the follow-up to the 2019 Ministerial Declaration.
