The Accountancy Student Council serves as the highest student-governing body of the students of UST- Alfredo M. Velayo College of Accountancy. Upholding excellence and setting high standards of character and service for every AMVian.

Mission

The Accountancy Student Council, in cognizance of its vision and guided by the Thomasian ideals of compassion, commitment, and competence dedicates itself to:

- Promote and conduct student activities vital to every students’ holistic formation as an AMVian and as a Thomasian;
- Instill among the students the idea of upholding the welfare of the majority over oneself;
- Unify and represent the voice of the student body; and
- Respond to the issues of society and enhance the social awareness of the student body.

Vision

The Accountancy Student Council envisions itself as the premier student government of the UST-AMV College of Accountancy which shall promote the general welfare, protect the rights and preserve the interests of its constituents as it works to effect social transformation by providing different avenues and opportunities to the student body.

Constitution

PREAMBLE

We, the students of University of Santo Tomas - Alfredo M. Velayo College of Accountancy, of the Pontifical and Royal Catholic University of Santo Tomas, imploring the aid of the Almighty God, hereby establish a Student Council which shall uphold the Thomasian ideals of Compassion, Commitment, and Competence, promote our general welfare, protect our right and preserve our interests, do ordain and promulgate this constitution.

ARTICLE I – NAME AND DOMICILE

Section 1 – The student council of the University of Santo Tomas - College of Accountancy shall be known as the Accountancy Student Council and may be referred to as the ASC.

Section 2 – The ASC shall hold office at the 4th floor of the Alfredo M. Velayo Building, University of Santo Tomas, España, Manila.

ARTICLE II – DECLARATION OF PRINCIPLES

Section 1 – The ASC is autonomous but derives its powers and authority from the student body of the UST AMV-College of Accountancy.

Section 2 – The ASC shall uphold all the rights and promote the general welfare of all of the student body of the UST AMV-College of Accountancy.

Section 3 – The ASC shall sustain and foster the spirit of solidarity, brotherhood, and Esprit d’ corps among themselves, the students, and other stakeholders of the college and the University of Santo Tomas:

Section 4 – Subject to the rules and regulation of the USTAMV-College of Accountancy and the statutes of the University of Santo Tomas, the ASC shall fulfill its duties as provided in this constitution.

Section 5 – The ASC commits itself to promote and conduct student activities which are in accordance with the vision and mission of UST AMV-College of Accountancy and of the University of Santo Tomas. It shall encourage and support student activities which are vital to every students’ formation as a Thomasian.

Section 6 – The ASC shall be guided by the spirit of cooperation and the rule of the majority. It shall instill among the students the idea of upholding the welfare of the majority over oneself.

Section 7 – The ASC shall be the voice of the student body of the UST AMV-College of Accountancy.

ARTICLE III – BILL OF STUDENT RIGHTS

Section 1 – Every student of the UST AMV-College of Accountancy shall have the right to vote and. if qualified, run for any elective position in the ASC.

Section 2 – Subject to the rules and regulations of UST AMV-College of Accountancy and the University of Santo Tomas, every student of UST AMV-College of Accountancy shall have the right to be informed of matters concerning his welfare.

Section 3 – Every student of UST AMV-College of Accountancy, if accused, shall have the right to due process and speedy disposition of his case.

Section 4 – Subject to the rules and regulations of UST AMV-College of Accountancy and the University of Santo Tomas, and other pertinent laws recognized in the Philippines, every student of UST AMV-College of Accountancy shall have the right of freedom of expression.

Section 5 – Subject to the rules and regulations of UST AMV-College of Accountancy and the University of Santo Tomas, every student shall have the right to question and test received knowledge and to put forward controversial and unpopular opinions inside and outside the classroom.

Section 6 – Subject to University of Santo Tomas’ system of faculty evaluation, every student of UST AMV-College of Accountancy shall have the right to evaluate the performance of his professor with strict confidentiality.

Section 7 – Subject to the rules and regulations of the UST AMV-College of Accountancy and the statutes of the University of Santo Tomas, every student has the right to access his current semester's grades whenever deemed relevant with strict confidentiality.

Section 8 – Every student shall have the right to access his personal records.

Section 9 – Subject to the rules and regulations of UST AMV-College of Accountancy, the University of Santo Tomas, and the respective organizations, every student of UST AMV-College of Accountancy shall have the freedom of association.

Section 10 – Subject to the rules and regulations of UST AMV-College of Accountancy and the University of Santo Tomas, every student of UST AMV-College of Accountancy shall have the right to publish a student newsletter or other publication as well as the right to invite resource persons of seminars, symposia, and other similar activities.

ARTICLE IV – CONSTITUENCY

Section 1 – Every bona-fide student of the UST AMV-College of Accountancy shall, upon enrolment in any degree program of the college, automatically become a part of the student body of the said college.

Section 2 – Student fees shall be collected by the university during the enrolment. The custody of the fund shall be under the University of Santo Tomas and withdrawal from the fund shall be made by the ASC in accordance with the procedures observed in the university.

Section 3 – Membership to the student body shall automatically cease upon the student’s graduation or dismissal from the UST AMV-College of Accountancy.

ARTICLE V – DUTIES OF CONSTITUENTS

Section 1 – It is the solemn duty of every Accountancy student to honor and respect the University of Santo Tomas and the UST AMV-College of Accountancy, to obey its rules and regulations and abide by its policies.

Section 2 – It is the duty of every student to protect the name and integrity of the college. In this regard, every student must endeavor not to tarnish the good name and reputation of the college.

Section 3 – In the exercise of his rights, every student must give due regards for others and their rights.

Section 4 – It is the obligation of each student of UST AMV-College of Accountancy to respect authority in the college as well as in the university.

ARTICLE VI – COUNCIL OF STUDENT ORGANIZATION

Section 1 – The Council of Student Organizations, also referred to as CSO, is an independent body, separate and distinct from the ASC.

Section 2 – The CSO shall act as a coordinating body of all the student activities of the ASC, all recognized student organizations in the college, the Accountancy Journal, and the local Commission on Elections.

Section 3 – The CSO, which will be established by the ASC, shall be composed of the Vice President of the Executive Board of the ASC and one (1) representative from Accountancy Journal, COMELEC and each organization in the UST AMV-College of Accountancy.

Section 4 – The ASC Executive Board Vice President shall be the chair of the CSO, and a Secretary shall be elected from among the CSO members. The secretary's duties would be to: record the minutes of the meetings, safe keep all documents and other pertinent papers of CSO and perform other duties as may be necessary to the performance of his/her functions.

Section 5 – The CSO shall have its monthly meeting to discuss activities, student- related concerns and issues of vital importance.

Section 6 – The CSO may create Ad Hoc committees whenever the need arises.

Section 7 – The CSO shall adopt and conform to the internal rules and regulations, the Constitution, the policies of AMV- College of Accountancy and of the University.

ARTICLE VII – COMMISSION ON ELECTIONS

Section 1 – The local Commission on Elections (COMELEC) shall be an independent body responsible for proper conduct of election and all authorized referenda and plebiscites in the UST AMV-College of Accountancy.

Section 2 – The COMELEC shall be composed of a chairperson and as many commissioners required by the COMELEC.

Section 3 – Subject to the qualifications provided for in the Students' Election Code (SEC), all the members of the local COMELEC should be bona fide students of UST AMV-COA who are enrolled in at least 15 units. They must have a general weighted average of at least 2.50 as of the end of term prior to their appointment as members of the COMELEC.

Section 4 – No officer of the COMELEC shall, during his tenure, hold any office in the ASC, recognized students’, and class organizations in the college. Neither shall he/she be affiliated to any political party during his entire term in the university nor shall run for any elective position or accept any appointment in the ASC.

Section 5 – The COMELEC shall perform all the functions as provided for and required under the SEC.

Section 6 – The COMELEC, being a quasi-legislative body, shall have the power to legislate for the purpose of proper conduct of all of its functions.

Section 7 – The COMELEC, being a quasi-judicial body, may sit en banc or in divisions in resolving controversies filed before it, and shall promulgate its rules of procedure in order to expedite disposition of cases and ensure fair trial provided that motions for reconsideration of cases resolved in division shall be decided by the COMELEC en banc.

ARTICLE VIII – ELECTIONS

Section 1 – The SEC shall be supplement to this constitution provided that the local Commission on Elections (COMELEC) deemed it applicable and appropriate for the college.

Section 2 – In case of more students voted to abstain to any position, the said post shall be vacant until the COMELEC proclaim a winning candidate through a special election unless otherwise provided by law.

Section 3 – The COMELEC may exhort all registered voters in their respective areas to go to their polling places and cast their votes.

ARTICLE IX – CLASS OFFICERS

Section 1 – Each section shall have its own class officers.

Section 2 – The class officers shall be composed of:

President
Vice President
Secretary
Treasurer
Class Marshalls (3)

Section 3 – Class officers will be elected in accordance with the period indicated in the local COMELEC under the supervision of the local COMELEC.

ARTICLE X – THE ACCOUNTANCY STUDENT LEGISLATIVE ASSEMBLY

Section 1 – The Accountancy Student Legislative Assembly (ASLA) shall be the legislative body of the UST-AMV COA. It shall be the highest policy- making organ of the student populace of the UST AMV-College of Accountancy and shall be responsible for formulating policies, rules and regulations directly affecting the welfare and interest of the students in pursuance of the objectives and principles of this Constitution.

Section 2 – The Accountancy Student Legislative Assembly shall be composed of all class presidents from first year to fifth year level. The ASC President shall be an ex-officio member.

Section 3 – The Accountancy Student Legislative Assembly shall convene and hold monthly meetings to discuss the welfare of the student body and other immediate concerns.

Section 4 – The Accountancy Student Legislative Assembly shall elect a Speaker, a Deputy Speaker, and a Secretary- General, who shall be voted by the ASLA members in a secret ballot election.

Section 5 – The duties of the elected ASLA officials are as follows:

Speaker — is the Official Spokesperson of the Accountancy Student Legislative Assembly, acts as the presiding officer of the ASLA in all the official meetings. Also, he/she is the representative of the ASLA.
Deputy Speaker — acts as the presiding officer of the ASLA in all official meetings if the Speaker is unable to attend; exercises the power of the Speaker upon notification that a temporary vacancy exists in the position of the Speaker.
Secretary - General — maintains the records of the ASLA and exercises confidentiality; prepares all the letters and notices of the ASLA.

Section 6 – Qualifications for the officials:

Must not be affiliated with any political party in the university during the current academic year;
Must possess good communication skills.

ARTICLE XI – COMPOSITION OF ASC

Section 1 – The Accountancy Student Council shall be composed of the Executive Board and the Executive Committees.

Section 2 – The Local Commission on Elections, the Accountancy Student Legislative Assembly, and the Council of Student Organizations are separate and distinct bodies.

ARTICLE XII – EXECUTIVE BOARD

Section 1 – The Executive Board is the highest governing body of the ASC.

Section 2 – To qualify to run as a member of the Executive Board, a student must:

Be bona fide 1°^t year to 3“ year student of AMV-College of Accountancy;
Be enrolled in at least 18 units as certified by the College Secretary;
Have a GWA of at least 2.25 in the 1st and 2nd year and 2.5 in the 3rd year by the end of semester immediately prior to the semester of filing of candidacy.
Not have failed or dropped any subjects (including PE and NSTP) since first year;
Have continuous residency in the University;
Be of good moral character as recommended by the SWDB Coordinator and certified by the Dean's office; and
Resign in writing from all positions currently held in the student council, college-based and university-wide organizations upon filing of candidacy.

Section 3 – To further qualify for the President and Vice President positions, a student:

Must have leadership experience (need to be stated) and be certified as an officer of student council, duly-recognized college-based, and university-wide organization where he exhibited his leadership skills and provide a certification from the organization’s president and/or adviser; and
Must at least be an incoming 3rd year student for the Vice-President and an incoming 4th year student for the President.

Section 4 – The Executive Board shall be composed of the following duly elected and appointed, officers:

President
Vice President
Secretary
Assistant Secretary Treasurer
Assistant Treasurer
Auditor
Public Relations Officer
Chief of Staff (appointed)

Section 5 – The duties and responsibilities of the Executive Board are listed as follows:

The President shall:

Serve as the chair of the Executive Board;
Call and preside over all the Executive Board’s meetings;
Coordinate and supervise all activities of the EB;
Appoint the Chief of Staff;
Affix his signature in all pertinent documents of the ASC;
Represent the college and the ASC in university-wide symposia and other similar events;
Exercise all powers inherent to his position; and
Perform other duties as may be necessary or incidental to the performance of his/her functions.

The Vice President shall:

Assume the duties and responsibilities of the President in case of the latter's absence or incapacity, or in the case of resignation or impeachment.
Assist the President in the performance of the latter’s functions;
Coordinate and supervise all activities of CSO;
Coordinate all alumni-related activities; and
Perform other duties as may be necessary or incidental to the performance of his/her functions.

The Secretary shall:

Keep the members of the Executive Board of the ASC informed of all its meetings and activities;
Prepare and handle all communications of the ASC with the different local student councils and other organizations and office in the university;
Provide a terminal report of the activities of the ASC that may be accessible to stakeholders upon request; and
Perform other duties as may be necessary or incidental to the performance of his/her functions.

The Assistant Secretary shall:

Assist the secretary in all of his/her functions;
Record all the minutes of the meeting of the Executive Board;
Be responsible for safekeeping of all records and documents of the ASC.
Perform other duties as may be necessary of incidental to the performance of his/her functions.

The Treasurer shall:

in trust all the funds and properties of the council;
Take charge of the collection, disbursement, and allocation of funds;
Furnish the Dean of the AMV-College of Accountancy and the Student Council Adviser a Financial Report at the end of every semester and post a copy thereof on the Council’s Bulletin Board; and
Perform other duties as may be necessary or incidental to the performance of his/her functions.

The Assistant Treasurer shall:

Assist the Treasurer in all of his/her functions;
Maintains the records of income and disbursement of the council evidenced by receipts;
Serve as the property custodian of the ASC ; and
Perform other duties as may be necessary or incidental to the performance of his/her functions

The Auditor shall:

Be responsible for the review of the operating effectiveness and efficiency of the ASC;
Be responsible for the review of the compliance of the ASC with established laws and regulations in the college and university;
Provide recommendations as to how to attain the operation objectives and compliance objectives of the ASC;
Spearhead the establishment of the ASC’s internal control system; and
Perform other duties as may be necessary or incidental to the performance of his/her functions.

The Public Relations Officer shall:

Plan and recommend a public relations program designed to promote publicity and goodwill for the ASC;
Represent the ASC and build relationships with organizations outside the University;
Disseminate information regarding the activities and achievements of the Council; and
Perform other duties as may be necessary or incidental to the performance of his/her functions.

The Chief of Staff shall:

charge of the ASC staff and propose programs to the Executive Board regarding staff recruitment and development
Provide manpower in ASC events; and
Perform other duties as may be necessary or incidental to the performance of his/ functions.

ARTICLE XII – EXECUTIVE COMMITTEE

Section 1 – The Executive Board shall have its Executive Committee under each position. Along with the standing committees, the Executive Board may add committees when deemed necessary.

Section 2 – The following are the standing committees of the ASC:

Students’ Rights And Welfare (STRAW) Committee- handles the student grievances and ensures the protection of students’ rights and welfare. This committee shall be supervised by the ASC President.
Academics Committee- is in-charge of the tutorials given to the students as well as the different review materials distributed, and coordinates any academically related event. This committee shall be supervised by the Vice President.
Events and Documentation Committee- records all the activities of the ASC through photos and videos. This committee shall be supervised by the ASC Secretary.
Community Development Committee- takes charge of the community development activities of the ASC and coordinates with the different organizations regarding community development projects. This committee shall be under the supervision of the ASC Assistant Secretary.
Finance and Sponsorship Committee- facilitates the inflow and outflow of the ASC merchandise and communicates with external sponsors for the funding of ASC projects. This committee shall be under the supervision of the ASC Treasurer.
Sports Committee- ensures the support of the athletes during the annual Thomasian Goodwill Games and is in- charge of the AMV Drumline. This committee shall be supervised by the ASC Assistant Treasurer.
Research and Evaluation Committee- is responsible for the narrative reports and evaluation of the ASC projects and takes charge of research works of the council. This committee is under the ASC Auditor.
Creative Media and Promotions Head- produces promotional materials of the ASC. This committee shall be supervised by the ASC Public Relations Officer.
Operations Committee- in charge of the operations of the ASC; provides manpower during ASC events. This committee is under the Chief of Staff.

ARTICLE XIV – TENURE AND SUCCESSION

Section 1 – All duly elected and qualified officers of the class and the ASC shall serve for a term of one year which shall commence upon being sworn. In case of academic deficiency of any officer of the Executive Board, which is tantamount to failure to any subject, he/she shall lose his/her position in the board.

Section 2 – All duly elected and appointed officers of the class and the ASC may resign in writing. The letter of resignation, which must state the reasons for this course of action, must be submitted to the Executive Board and the Dean’s office.

Section 3 – In case of vacancy in the office of the Class President due to result of resignation, expulsion, impeachment, removal from office, leave of absence in school. permanent disability, death, or other analogous cases, the Vice President shall serve the unexpired portion of said term. In case of vacancy in the office of the other class officers those next in rank shall serve the unexpired portion of the term.

Section 4 – In case of permanent vacancy in the office of the ASC President due to resignation, expulsion, impeachment, removal from office, leave of absence, permanent disability, death, or other analogous cases before the academic year starts, the ASC Vice President shall serve as the new President. Thereafter, the COMELEC shall hold a special election among the Accountancy Student Legislative Assembly members of the preceding academic year to determine the new Vice President. The election shall be held not later than two (2) weeks after the start of the academic year.

Section 5 – In case of permanent vacancy in the office of the ASC Vice President or any of the officers of the Executive Board due to resignation, expulsion, impeachment, removal from office, leave of absence, permanent disability, death, or other analogous cases before the academic year, the COMELEC shall hold a special election among the Accountancy Student Legislative Assembly members of the preceding academic year to determine who will be holding the position for the term. The election shall be held not later than two (2) weeks after the start of the academic year.

Section 6 – In case of vacancy, temporary or permanent, in the office of the ASC President due to resignation, expulsion, impeachment, removal from office, leave of absence, permanent disability, death, or other analogous cases during the academic year, the ASC Vice President shall serve the unexpired portion of the term. Thereafter, the COMELEC shall hold an election among the current academic year’s legislative board to serve the unexpired portion of the term as the ASC Vice President.

Section 7 – In case of vacancy, temporary or permanent, in the office of the ASC Vice President or any of the officers of the Executive Board due to resignation, expulsion,

impeachment, removal from office, leave of absence, permanent disability, death, or other analogous cases during the academic year, the COMELEC shall hold an election among the current academic year’s legislative board to serve the unexpired portion of the term of the vacated position.

ARTICLE XV – MEETINGS

Section 1 – The quorum in all executive board meetings shall consist of the simple majority of all the Executive Board members.

Section 2 – The order of the business for any meeting shall be as follows:

Call to order;
Reading & approval of the minutes of the previous meeting;
Reading of reports;
Meeting proper; and
Other business.

Section 3 – The decision in any meeting shall be adopted upon the approval by the simple majority vote of all the Executive Board members, unless otherwise provided for in this Constitution.

Section 4 – Regular meetings of the Executive Board shall be held twice a month. A special meeting may be called by the president whenever necessary or upon the request of at least one-third of all the members of the Executive Board. Members must be informed of both regular and special meetings atleast 2 days ahead of time.

ARTICLE XVI – ACCOUNTABILITY

Section 1 – All class officers and officers of the ASC shall observe a high standard of work ethics.

Section 2 – Officers of the ASC specifically the Executive Board and class officers may be impeached on any of the following grounds:

Willful and culpable violation of the ASC Constitution;
Gross negligence of duties;
Abuse of Authority;
Any unbecoming conduct or behavior tantamount to grave offense as defined in the UST Student Handbook;
Any violation of the rules of the AMV-College of Accountancy;
Commission of any violation of the UST Student Handbook, and
Misappropriation or misuse of the funds or properties of the ASC.

Section 3 – Impeachment proceeding may be initiated by any enrolled student of UST AMVCollege of Accountancy or by the other Executive board member by filing a formal complaint to the Accountancy Student Legislative Assembly. The ASLA Speaker, together with the President of the ASC, or the ASC adviser, if the president is the one subject for impeachment, will then create an Ad hoc committee, which shall be guided by the SWDB Coordinator and which shall elect from among themselves a speaker

who shall preside over all its meetings. After willful deliberation, they must submit a written report to the Dean of their findings. The Dean shall have the final say with regard to the impeachment.

Section 4 – Any officer against whom an impeachment case has been filed shall be placed under preventive suspension until the case is resolved. Preventive suspension is a form of preventive justice, a system of measure taken by political affairs with citation to the direct preventive of crime. The following are preventive suspension, but not limited to:

signing of papers
using and/or releasing of funds
presence in the ASC Office
attendance in the ASC meetings, and projects
access to ASC documents especially those that are relevant to the impeding case the officer has announcing, posting, or conveying any message to any one explicitly or implicitly identifying him or herself in the position he is currently holding.

Section 5 – Members of the Executive Board shall not hold any other position in any organization in the college and/or in the university during his term.

Section 6 – In accordance with Section 1 of Article XII, any member of the Executive Board who incurs a failing grade shall continue his term but shall not be allowed to run for office for the following academic year.

ARTICLE XVII – AMENDMENTS

Section 1 – No part of this Constitution shall be repealed, amended or revised within the next five (5) academic years unless deemed absolutely necessary and by a vote of 2/3 of the Executive Board as well as the CSO.

Section 2 – The ASC may, by a vote of 2/3 of all its members call a constitutional convention to revise this Constitution after the prohibited period.

Section 3 – Any revision or amendment to the Constitution shall be valid when ratified by a 2/3 votes of all members cast in a plebiscite which will be held 30 days after publication and approval of the Dean.

ARTICLE XVIII – TRANSITORY PROVISIONS

Section 1 – The constitution shall be ratified in by a vote of 2/3 of all students of the UST AMV-COA in a plebiscite to be conducted by the local COMELEC during the academic year 2016-2017.

Section 2 – This constitution if ratified shall take effect on June 1, 2017.

On our 17th year, the Accountancy Student Council continues its steadfast dedication in upholding higher standards of character, acknowledging the necessity for flexibility, and providing a secure ground for the student body as they transcend in their academics, advocacies, and extracurricular activities. With proactive leadership and purposeful service, we want to extend a helping hand to every AMVian and together, we will Defy The Odds.
