Enabling Environment: Current Conditions for Subnational Access to International Finance in Latin America
Our concept paper, The Green Cities Guarantee Fund: Unlocking Access to Urban Climate Finance, introduced the proposal for an urban-focused facility to de-risk lending and attract investment for climate-resilient infrastructure in Global South cities.
This second paper in the series, developed with support from CAF, deepens the analysis of guarantee mechanisms by looking at the enabling environments in select countries and outlines the next steps for implementation.

The Green Cities Guarantee Fund: Unlocking Access to Urban Climate Finance
The Commission proposes a Green Cities Guarantee Fund (GCGF) as an important tool to increase the flow of public and private capital into subnational climate-responsive projects. This report details the case for the GCGF, offers a roadmap for operationalizing the fund, and makes suggestions for its initial market pilot in Latin America.

Integrating Urban and Subnational Priorities into Country Platforms
The CCFLA and the Commission authored a paper in collaboration with AIIB and EBRD that offers a practical framework to integrate urban needs into these national climate finance mechanisms. The paper draws insights from case studies on Brazil, Egypt, and India, and outlines a new urban-inclusive country platform approach to help governments build country platforms in rapidly urbanizing and growing nations.
