Dr. Ruhaya bt Hassan is currently the Deputy Director, Fully Residential Schools Management Division (BPSBP), Ministry of Education (MOE), Malaysia, in charge of Planning and Research Policy Unit. Currently, Dr Ruhaya is acting Director of BPSBP since 1st December 2022.

She has served MOE for 32 years where she began her career as an English and Mathematics teacher in a challenging secondary school in Kuala Lumpur and later moved to Textbooks Division, MOE in 1994. She then served at Institut Aminuddin Baki (IAB) Genting Highlands from 2005 until 2014, as a senior lecturer and Head of Research, Evaluation and ICT Department. During her service in IAB, she was tasked to head several MOE programs and lead a ministerial taskforce for Teach for Malaysia (TFM) program, which spearheads one of the smart Public-Private partnerships programme in MOE. The TFM programme is one of MOE significant programs to elevate teacher quality in high-need schools (Band 5, 6 and 7) at the time. At the time of the program under Dr Ruhaya’s leadership, more than 400 high-need schools received TFM teachers from different academic backgrounds to provide significant interventions in the schools, mainly in the classroom.

Dr Ruhaya received her first degree in Teaching English as a Second Language (TESL) from University of Exeter, UK and went on to obtain a Master’s degree in Instructional Technology in 1997 from the University of Birmingham, UK. She continued her PhD studies in Instructional Technology at University of Malaya (UM) and graduated in 2010. Her areas of research interest and expertise include Instructional Technology, Education Management and Leadership, and Research Methodology mainly in the areas of Qualitative Research. Her new research interests now are Pedagogy for Digital Education dan Educational Neuroscience.
