Fatimah Mohamed Arshad adalah Felo Perunding dan pemegang Kursi Keterjaminan Makanan, di Laboratori Kajian Polisi Pertanian dan Makanan, Institute of Tropical Agriculture and Food Security, Universiti Putra Malaysia.  Penumpuan kepakaran berkitar dalam disiplin ekonomi pertanian dan pemasaran, dan polisi pertanian.  Penerbitan dan penyelidikan  merangkumi tema seperti:  struktur, gelagat dan prestasi,  polisi pertanian,  analisis dan ramalan harga komoditi, sekuriti makanan, koperasi, rantaian bekalan dan analisis industri.

Telah  melaksanakan beberapa pendekatan kuantitatif/permodelan untuk menganalisis polisi pertanian. Antaranya, penggunaan model "vintage" dalam meramal pengeluaran kelapa sawit, model ekonometrik untuk sektor pertanian,  "system dynamics"  untuk melaksanakan simulasi polisi ke atas komoditi koko,  getah, kelapa sawit dan juga padi/beras. Fatimah  aktif menulis dalam media masa untuk berkongsi pandangan dan perspektif, juga buku, artikel ilmiah dan pelbagai laporan polisi untuk agensi tempatan dan antarabangsa.


Fatimah percaya kepada keperkasaan pekebun atau petani kecil  dalam sektor pertanian di masa muka kerana  sumbangan mereka kepada sekuriti makanan, pemuliharaan alami dan sumber asli, kesetaraan dan pertumbuhan.

Fatimah Mohamed Arshad is a Fellow Consultant and  holder of  Food Security Chair at the Laboratory of Agricultural and Food Policy Studies, Institute of Tropical Agriculture and Food Security, Universiti Putra Malaysia specializing in agricultural marketing and policy analyses. She is a member of the country’s National Agriculture Advisory Council, Ministry of Agriculture and Food Industry (later Ministry of Agriculture and Food Security renamed in 2023), since 2018 - . Her research areas include; agricultural marketing and economics issues, policy analyses, and agricultural market structure, conduct and performance. She has done various policy studies particularly on the role of agricultural subsidies and incentives in the paddy and rice industry, food security, agricultural cooperatives, food supply chain and marketing, price analyses and forecasting and commodity and agricultural sector modelling. She has developed a vintage model for estimating oil palm production, an econometric model of the Malaysian agriculture, system dynamics analyses on pertinent issues in agriculture such as food security, industrial commodity issues and modelling of the paddy and rice sector in Malaysia.

 

She believes that the role of the smallholders in agriculture can be further enhanced through knowledge empowerment and treading the path of collaborative commons particularly cooperatives for sustainability, equity and growth.
