Library Rules And Regulations
The PHINMA UPang College Urdaneta Library has formulated these library rules and regulations with the objective that all Bonafide library users will have equal rights and privileges in the use of the library resources and services. In like manner, these rules and regulations are designed to protect and secure the library property and maintain proper decorum inside the library premises for the good of everybody.
A. Borrowing and returning of Books
1. No student is allowed to borrow any library material unless he/she has a Library Card validated for the current school term.
2. A student may borrow a book for overnight use not earlier than 4 P.M. and must be returned not later than 9 A.M. the following day.
· Fiction Books may be loaned for one (1) week and can be renewed for another week if not in demand
3. General Reference materials such as Dictionaries, Encyclopedias, Periodical materials, and the like are for inside reading only, although they can be borrowed outside the library premises for photocopying purposes only.
4. Thesis and Dissertations are strictly for inside reading only. Photocopying and taking pictures are not allowed.
5. Books shall be returned in the same condition as when they were borrowed. The library card shall be returned upon acceptance of the returned book. The borrower shall be subjected to a fine or disciplinary action provided elsewhere in this Circular if the book is not in proper condition.
B. Administrative Rules
1. Bags and personal belongings (except valuable Things) should be deposited at the Baggage Counter.
2. A Library user should leave his/her registered or validated library card at the control area or with the desk librarian before going inside the stack area.
3. A fine of Four pesos (Php4.00) Per Hour will be imposed on borrowers for overdue books borrowed overnight and Five pesos (Php5.00) Per Day for overdue Fiction Books.
4. No Book shall be loaned out for home use ONE (1)WEEK before the final examination. A fine of Ten pesos (Php10.00) per hour will be imposed on violators of this policy. The Library Card will also be confiscated.
5. Lost book should be replaced by the same or later edition of the book and the corresponding fine must be paid. If the book is irreplaceable, 200% of the current market price of the book must be paid by the borrower, and the additional 100% to cover the acquisition and processing cost.
6. Lost library card must be reported immediately to the library: otherwise the owner will be held responsible for any library materials borrowed using his/her library card.
7. Lost library card may be replaced after one (1) month from when the loss was reported. A fine of Twenty pesos (Php20.00) will be imposed on borrowers applying for a duplicate, the replace a lost library card. A fee of Ten pesos (Php10.00) will be charged to any borrower applying for a change of Library card in lieu of the old one, which is to be surrendered.
8. All payments shall be made at the Cashier’s Office. Receipt evidencing payments shall be surrendered to the Main Library Circulation Section for record purposes.
9. A lost or replaced library card when found is no longer valid. This must be surrendered to the Main Library where it was Secured.
10. No delinquent borrower shall be allowed to use the library and its facilities unless she/he settles all accounts due the library as evidenced by the receipts of payments.
C. Library Behavior
1. Courtesy must be practiced in the library at all times especially when borrowing and returning books and other library materials.
2. Wearing of hat or cap inside the library is strictly prohibited.
3. Everyone in the library is expected to observe proper decorum for the good of all. STAYING or LOITERING around the library is not allowed. Making noise by Talking ALOUD, CHATTING, DRAGGING the CHAIR, and OTHER DISTURBING ACTS are absolutely prohibited. LITTERING, SMOKING, SLEEPING and EATING are also not permissible either.
4. A book must be used properly. Writing on it or using it as a writing board, tracing, leaning, marking, mutilating, or destroying it is strictly prohibited.
5. The library is a place for study and research. Courtship, public display of affection, or petting should not be done while inside the library premises.
6. Seats should not be reserved for friends. This deprives other privileges of using the library. Leaving books and other personal belongings on the table or chair to show occupancy of the seat in one’s absence does not entitle anyone to possession of the said seat. Books and other personal left this way will be taken to the office of the Chief Librarian so that the other students can avail themselves of the seat.
7. Other related rules of the University shall also be applied to all students in the course of activities in the library premises.
8. Any infraction of the foregoing rules and regulations will constitute a cause for disciplinary action and shall be penalized in accordance with the Rules and Conduct of Students of the Student Manual.
