OSG and PHILDEV Hold MOA Consultation and Conduct Applicant Interviews
The Office of Scholarships and Grants (OSG) met with the Philippine Development Foundation (PHILDEV), led by Program Director Ms. Zen Dimalanta, to discuss consultations on the new Memorandum of Agreement (MOA) between the University of the Philippines (UP) and PHILDEV. The meeting focused on establishing the PHILDEV STEM Scholarship Program under the Philippine S&T Development Foundation - Manila, Inc., including key provisions on benefits, selection, and program implementation. Following the meeting, applicant interviews were also conducted as part of the scholarship selection process. March 16, 2026
University of the Philippines and Chinese Embassy Renew Memorandum of Agreement
The University of the Philippines (UP) formally renewed its Memorandum of Agreement (MOA) with the Embassy of the People’s Republic of China for the Chinese Ambassador Scholarship Grant, reaffirming their continued partnership in supporting academic cooperation and providing scholarship opportunities to deserving students.
The agreement was signed by UP President Angelo A. Jimenez on behalf of the University and H.E. Huang Xilian, Ambassador of the People’s Republic of China to the Philippines, representing the Embassy.
The signing ceremony was witnessed by Prof. Jose Carlo G. de Pano and Prof. Christine C. Hernandez, representing the University, and Zhi Luying from the Chinese Embassy.
The renewal of the agreement highlights the shared commitment of both institutions to strengthen educational collaboration and to continue providing valuable scholarship support to students of the University of the Philippines. March 10, 2026
MOA Signed to Establish Jonathan M. Sterling Scholarship Fund at UP Diliman
The Memorandum of Agreement (MOA) was signed between Mr. Jonathan Michael Sterling and the University of the Philippines Diliman, represented by Chancellor Vistan, establishing the Jonathan M. Sterling Scholarship Fund. The scholarship will provide support to 89 incoming freshmen from any college and any course at UP Diliman for the Academic Year 2026–2027. FEB 25, 2026
Japanese Philanthropist Yoshiki Nakamatsu Visits OSG for Meet-and-Greet
Mr. Yoshiki Nakamatsu, a Japanese philanthropist and cultural advocate, visited the Office of Scholarships and Grants (OSG) and was warmly welcomed by Ms. Aileen V. Reyes, Senior Scholarships Affairs Officer, and Mr. Bumbee C. Tawagon. The visit served as a meet-and-greet, giving Mr. Nakamatsu the opportunity to personally meet the Scholarships Section staff and discuss the YNAK Cultural and Educational Travel Scholarships. Representatives from the Office of Scholarships and Grants (OSG), headed by Ms. Aileen V. OSG Welcomes UPAA in America Donors for Updates on Sponsored Scholarships
The Office of Scholarships and Grants (OSG) welcomed donors from UPAA in America, led by Dr. Jovenia Celo, Ms. Nelsie Parado, and Ms. Delila Niña Lojo, for a meaningful meet-and-greet session to share updates on UPAA in America–sponsored scholarships.
The Meet and Greet (Kumustahan) with UPAA in America donors was facilitated by Dr. Aileen Reyes and Ms. Ma. Luisa Barrera of the Scholarship Section. The activity featured updates and discussions on various UPAA in America–administered scholarship programs, including Scholarship Grants for seven (7) Constituent Units, the Endowment Scholarship, Ador and Cristy Colmenar Family Trust Fund, Daisy M. Rodriguez Stipend Scholarship, Beatriz Soriano Stipend Scholarship in Education, Adopt-a-Student Grant, and the Lourdes Taduran Dequiña Evarts Scholarship Grant.
The engagement aimed to strengthen collaboration between donors and university stakeholders, promote transparency and accountability, and ensure the continued effective and sustainable management of donor-funded scholarship programs. February 4, 2026

New UP Government Scholars Receive Notices of Award and Scholarship Briefing
Ms. Aileen V. Reyes, Head of the Scholarship Section of the Office of Scholarships and Grants (OSG), together with Mr. Bumbee Tawagon, UP Government Scholarship Facilitator, conducted an orientation on the scholarship grants and formally handed over the Notices of Award to the 2025 cohort of newly selected UP Government Scholars.
The scholarship is effective from the 1st Semester, AY 2025–2026, and will continue until graduation, subject to compliance with the grant’s rules and requirements.
The OSG hopes that the grant will provide meaningful support to the scholars, helping to ease financial burdens, allowing them to focus on their studies, and fostering their overall academic and personal development. February 2, 2026
Rafael Palma Lodge No. 147 Scholarship: NOA Handover to First Recipient Martin Seage Acuña
Ms. Aileen V. Reyes, Head of the Scholarship Section of the Office of Scholarships and Grants (OSG), formally handed over the Notice of Award to Mr. Martin Seage Acuña, a third-year BS Civil Engineering student at the UP Diliman College of Engineering.
Mr. Acuña is among the first recipients of the newly established Rafael Palma Lodge No. 147 Scholarship, funded by Rafael Palma Lodge No. 147. The scholarship is effective from the 1st Semester, AY 2025–2026, and will continue until his graduation, subject to compliance with the grant’s rules and requirements.
Both OSG and the Lodge hope that the grant will provide valuable support to Mr. Acuña as he advances his studies and academic goals. January 26, 2026
Performance Audit of UAQTE Program Conducted with OSG and UP Diliman Officials
The Commission on Audit (COA) Performance Audit Team, headed by Ms. Gerverlyn Mila, recently met with the Office of Scholarships and Grants (OSG) as part of its ongoing performance audit of the UAQTE Program implemented by CHED and TESDA. The audit aims to assess the program’s effectiveness in achieving its intended objectives, identify areas for improvement, and provide recommendations to further enhance its implementation.
The engagement was attended by Ms. Aileen V. Reyes, Head of the Scholarship Section, Mr. Barlaan, CHED Scholarship Programs Coordinator, and key UP Diliman officials and personnel involved in the program, including representatives from UAQTF, Finance, Budget, and other concerned units.

Scholar’s Orientation 2025 — First Time Held at OSG!
The Office of Scholarships and Grants (Scholarship Section) successfully conducted the Scholar’s Orientation on May 19, 2025, at Room 303, Vinzons Hall, UP Diliman.
This milestone marks the first time the orientation was held on-site at the OSG, bringing scholars and staff together in a more personal and collaborative setting. The activity aimed to help scholars — both privately and UP-funded — understand the rules, regulations, and renewal requirements tied to their grants.
To open the event, Prof. Jose Carlo G. de Pano, Ph.D., Vice Chancellor for Student Affairs, welcomed the scholars and shared an inspiring message. He emphasized that their scholarships are not only financial support but also a source of hope — a hope that empowers them to continue dreaming and striving. In the future, he encouraged scholars to pass on this same hope to others, becoming beacons of support for the next generation.
