Each region, with the exception of one, consists of at least two provinces. The National Capital Region (NCR) stands out as the only administrative region that does not contain any provinces; instead, it is comprised solely of cities. Highly urbanized cities in the Philippines are defined as communities that meet specific criteria: they must have a population of at least 200,000 residents and generate an annual income of at least PhP 50,000,000.00. These cities are characterized by significant economic activity, infrastructure, and services, distinguishing them from other types of municipalities and cities in the country.
