OFFICIAL STATEMENT OF THE UP NCPAG STUDENT COUNCIL ON BONIFACIO DAY

The 30th day of November marks the celebration of Bonifacio Day as proclaimed by Act No. 2946 s. 1921. The President, however, via the power reaffirmed to him through Rep. Act. No. 9492, adjusted the day of celebration to “help encourage domestic travel and increase tourism expenditures”. Thus, we commemorated the 160th birthday anniversary of Andrés Bonifacio last Monday as part of the administration’s “holiday economics”.

Andrés Bonifacio y de Castro is the “Father of the Philippine Revolution” who shepherded the secret revolutionary society, “Kataas-taasang, Kagalang-galangang Katipunan ng mga Anak ng Bayan” (KKK) against the bloody empire of Spain in hopes of freeing our nation from all the discrimination and violence committed by these colonizers. His sacrifices and dreams ignited in the hearts of thousands of Filipinos the will to fight for their rights. However, not all gained independence from the corruptive seed implanted by the Spaniards in the minds of our compatriots. On May 10, 1987, his comrades-in-arms as authorized by Emilio Aguinaldo dishonorably executed an incapacitated Bonifacio. This act of betrayal is the reason we reject celebrating his life on the day of his death.

In light of the legacy that Gat Andres Bonifacio shared, the NCPAG Student Council reflects on this momentous day with the unrelenting inspiration to fight for our rights and freedom from our greedy oppressors. We bolster the calls raised under the banner of justice for all, especially the indigenous people, who are being wrongfully red-tagged, slain, and utilized as scapegoats for the consequences of the Duterte and Marcos Regimes’ corruption in the past seven years. Thousands of families lost their loved ones, with many being falsely suspected, in the ongoing and politically-motivated war on “drugs and terrorism”. We reinforce the campaigns established by thousands of activists who demand that all those unjustly detained and imprisoned, like what Leila de Lima suffered, shall finally claim justice and freedom. As of 2022, hundreds of Filipinos are still detained for the sole reason of their political affiliations.

As students, let us embody the essence of Bonifacio Day through recognizing, sharing, and defending our rights. The basis of all our rights is enshrined in Article III, the Bill of Rights of the 1987 Constitution. Such rights include the right to freedom of speech, wherein we all can express ourselves without the fear of red-tagging and harm to our life. In the age of the internet, we can simply click the share button for posts stating our rights via social media platforms where we can reach our loved ones. They in turn might share it with their other loved ones, thus, creating a chain mail of awareness. Lastly, in defending our rights, we can refer to our legal institutions to safeguard our rights, as well as a means to affirm our status as a democratic country. For example, the Public Attorney’s Office mandate is to extend legal aid and counsel . PAHAYAG NG PAKIKIISA NG UP NCPAG STUDENT COUNCIL SA INTERNASYONAL NA ARAW PARA WAKASAN ANG KARAHASAN SA KABABAIHAN

Ngayong ika-25 ng Nobyembre, ating ginugunita ang araw ng kolektibong aksyon sa pagwawakas ng paglaganap ng mga karahasan sa kababaihan. Ang araw na ito ang nagmamarkang simula sa pandaigdigang “16 Days of Activism against Gender-Based Violence” na magtatapos sa ika-10 ng Disyembre o ang Human Rights Day, na naglalayong himukin ang bawat sektor ng lipunan – gobyerno, pribadong sektor, women’s organizations, kabataan, NGOs, POs, CSOs at iba pa sa pagwawakas sa karahasan sa kababaihan. Ngayong taon, ang kampanya ay nakatuon sa pagpapalawak ng “investment” o pagpondo sa mga mekanismo at estratehiyang ibinuo, ibinubuo, at bubuuin pa na tutugon sa isyung ito. Ang pagpondo sa mga women’s organizations at sa mga polisiya ay ang pinakamainam na solusyon laban sa patuloy na paglaganap ng mga karahasan sa kababaihan.

Tinatayang isa sa tatlong kababaihan ang nakararanas ng karahasan sa buong mundo tulad ng intimate partner violence, sexual violence, human trafficking, female genital mutilation, child marriage at iba pa. Pinalala pa ng pandemya at mga kontemporaryong isyu sa lipunan tulad ng sa krisis sa klima at kalikasan ang mga karahasang nararanasan ng bawat kababaihan. Sa nasyon, kaliwa’t kanan ang mga isyung ukol sa karahasan sa kababaihan. Isa sa apat na Pilipino ang nakaranas ng pisikal, emosyonal, o sekswal na karahasan mula sa kanilang malapit na kakilala. Ang klarong kahihinatnan ng umiiral na karahasan laban sa mga kababaihang ay ang hindi nila pag-abot sa kanilang buong potensyal. Ninakawan ang kababaihan ng oportunidad para mapabuti ang kanilang buhay at sarili nang dahil sa karahasan at pang-aabuso na kanilang nararanasan.

Isang malawakang kilusan para sa kababaihan ang kinakailangan upang magkaroon ng pagbabago sa mga polisiya ukol sa mga karahasang ito. Ang mga women’s organizations ay isa sa mga institusyong nagsisilbing boses ng mga kababaihan. Tinatayang isang porsyento (1%) lamang sa kabuoang budget ng mga gobyerno ang napupunta sa mga organisasyong ito. Isa pa sa minumungkahing solusyon ay ang pagbuo ng mga mekanismo at estratehiyang (polisiya) naka-ugat sa pagwakas sa patuloy na paglaganap nito. Ngunit, ang kakulangan sa pondo o “investment” ang nakikitang ugat sa lahat ng ito. Kung tutuusin, limang porsyento (5%) lamang sa kabuoang pondo ng mga gobyerno ang nakalaan sa mga mekanismo at estratehiyang tutugon sa karahasan sa kababaihan at (0.2%) lamang dito ang nakalaan mismo sa mga polisiya. Itinataya ring apat sa lima (4 in 5) sa mga kababaihan ay naninirahan sa mga nasyong walang sapat na mga polisiya laban sa karahasan.

Ang Pilipinas ay tumugon sa karahasan sa kababaihan sa pagpasa ng Republic Act No. 9262, o mas kilalang Anti-Violence Against Women and their Children Act of 2004, na tumutugon sa lahat ng uri ng karahasan sa kababaihan at sa pagbuo ng Inter-Agency Council on Violence Against Women and their Children (IACVAWC). Kasama pa rito ang pagpasa sa RA 3815 o The Revised Penal Code, RA 7877 o Anti-Sexual Harassment Act of 1995, RA 8353 o Anti-Rape Law of 1997, RA 9710 o Magna Carta of Women at iba pa. Ang iba namang sektor ng lipunan ay tumutugon din sa pagbuo at pag-implementa ng mga proyekto at inisyatibong nakatutulong sa pagwakas sa karahasan sa kababaihan tulad na lamang ng Community-based Approach to Violence Against Women (COMBAT-VAW) na pinangunahan ng Women’s Legal Bureau, na tumutulong sa pagbibigay suporta sa mga kababaihang biktima ng karahasan. Ang SALIGAN, KALAKASAN, at Women’s Legal Bureau ay iilan lamang sa women NGOs na kinikilala dahil sa kanilang walang-sawang dedikasyon sa pagbuo ng mga inisyatibong nakatutulong sa pagwakas sa karahasan sa kababaihan.

Ang konseho ng mga mag-aaral ng NCPAG ay nakikiisa sa sigaw para tuluyan nang wakasan ang karahasan at pang-aabuso laban sa mga kababaihan. Bilang mga mag-aaral ng pamamahalaang pambayan, nararapat na ating ipagpatuloy ang laban para sa patas na pagkilala sa karapatan ng mga tao, anuman ang kanilang kasarian, katayuan sa buhay, relihiyon, at kanilang pagkakakilanlan. Isang kolektibong aksyon ang kailangan para sa pagwakas sa patuloy na paglaganap ng mga karahasan sa kababaihan. Kaya naman, ngayon na ating ginugunita ang araw ng pagwakas sa karahasan sa kababaihan, hinihikayat ng konseho ang lahat na magbigay pansin dito at makialam, hinihikayat din ang gobyerno sa pagpapalawig ng kanilang diskresyon sa pagpondo sa mga women’s organizations at sa pagbuo ng mga polisiyang nakaugat sa pagwakas sa paglaganap ng mga karahasan sa ating kababaihan.

Ang konseho ng mga mag-aaral ng NCPAG ay nananawagan rin sa pambansang pamahalaan na bigyang prayoridad ang pagpondo sa mga mekanismo at estratehiyang nakatuon sa pagwakas sa mga karahasan sa kababaihan. Pondohan ang mga women’s organizations. Pondohan ang mga polisiya na ibinuo, ibinubuo, at bubuuin pa lamang na tutugon sa karahasan na nararanasan ng mga kababaihan. Isali sa national budget ang pondo para sa pagwakas sa paglaganap ng mga karahasan sa kababaihan!

Ating labanan ang sistematikong impunidad na hinahayaan ang karahasan at pang-aabuso sa kababaihan. Ating ipaglaban ang pagkakapantay-pantay at pagrespeto sa pagkatao at kakayanan ng bawat isa. Isang kolektibong aksyon ang kailanganw para sa ating nasyon!

PAKIKIISA NG UP NCPAG STUDENT COUNCIL SA TIGIL PASADA NG PISTON AT MANIBELA

Mahigit isang buwan na lamang ang natitirang palugit upang matugunan ng ating mga tsuper at jeepney operator ang pag-comply sa implementing rules and regulations ng Jeepney Modernization Program. Ang dedlayn ng prangkisa na ibinigay ng LTFRB sa ating mga tsuper at operator ay hanggang Disyembre 31, 2023 na lamang. Ngunit, nananatiling nagbibingi-bingihan ang pamahalaan sa mga hinaing ng mga manggagawa sa sektor ng transportasyon. Iginigiit pa rin ni Land Transportation Franchising and Regulatory Board (LTFRB) chairman Teofilo Guadiz III na ang kooperatiba na mabubuo dulot ng Jeepney Modernization Program ay magdudulot ng maraming benepisyo sa mga tsuper at jeepney operator, pati na sa kanilang mga pamilya.

Dahil dito, ating dapat na tandaan ang mga sumusunod na katotohanan ukol sa Jeepney Modernization Program. Unang una, napakamahal para sa ordinaryong tsuper o jeepney operator ang isang unit ng modernized jeepney. Ang isang unit ng tradisyunal na jeepney ay nagkakahalaga ng Php 150,000 hanggang Php 250,000, samantalang ang modernong jeepney ay nagkakahalaga ng Php 1.4 milyon hanggang Php 3 milyon – ito ay mas mahal ng 1,766.7% kaysa sa tradisyunal na jeepney. Pangalawa, hindi sapat ang ipapamahaging subsidiya ng pamahalaan sa mga drayber at operator. Noong Marso 2023, nag-alok ang LTFRB ng subsidiya na Php 160,000 sa bawat tsuper o operator na nais bumili ng modernong jeepney, ngunit mababaon pa rin sa utang ang mga manggagawa sa sektor ng transportasyon sapagkat ito lamang ay 5.7% ng kabuuang halaga ng isang unit. Bukod pa sa mga ito, mapipilitan ang mga tsuper na kumayod at kumita ng Php 2,000 hanggang Php 3,500 kada araw. Panghuli, maituturing na iresponsable at anti-poor ang pag-single out sa mga tradisyunal na jeepney bilang maysala sa malaking kontribusyon sa carbon emissions sa ating bansa. Ayon sa Blacksmith Institute at Clean Air Asia, ang mga tradisyunal na jeepney na pinapagana ng diesel ay nagko-kontribyut lamang ng 15% na pangkabuuang particulate matter emissions sa Metro Manila. Ibig sabihin nito ay hindi kino-konsidera ang mga pampribadong car owners, kung saan sila ay di hamak na mas may kakayahang i-modernize ang kanilang mga sasakyan.

Ang UP NCPAG Student Council ay nakikiisa sa jeepney strike ng Pagkakaisa ng mga Samahan ng Tsuper at Opereytor Nationwide (PISTON), na gaganapin mula Nob. 20 hanggang Nob. 22, 2023, samantalang ang jeepney strike ng Samahang Manibela Mananakay at Nagkaisang Terminal ng Transportasyon (MANIBELA) ay gaganapin mula Nob. 22 hanggang Nob. 24, 2023.

Nais lamang klaruhin ng UP NCPAG Student Council na hindi ito kumakalaban sa modernisasyon, bagkus ay iginigiit ng konseho ng mga mag-aaral ng NCPAG na ito’y tumututol sa hindi maka-masa at hindi maka-mahirap na polisiya ng pamahalaan. Hindi mainam na biglaan ang pagpapatupad ng modernisasyon sapagkat na dapat isaalang-alang na pang araw-araw na kabuhayan ng mga tsuper at operator, damay na ang kani-kanilang mga pamilya ang maaapektuhan ng Jeepney Modernization Program. Nararapat na dinggin ng gobyerno ang hinaing ng mga manggagawa sa sektor ng transportasyon, bilang bahagi ng demokratikong pamamahala. Dapat na hindi ipagkibit-balikat ng LTFRB, Department of Transportation (DOTr), pati na ng tambalang Marcos-Duterte ang nagaganap na jeepney strike.

Bilang mga mag-aaral ng pamamahalang pambayan, at bilang mga mamamayang Pilipino, panahon na para maningil ng accountability – kung saan ang polisiyang ipapatupad ay konsultatibo, maka-mahirap at makamasa, at makatarungan. Karapat-dapat na naaayon sa indibidwal na kakayahan ng mga drayber at operator ng jeepney ang polisiya ng modernisasyon na ipapatupad ng pambansang pamahalaan. Dahil ang daan patungo sa tunay na kaunlaran ng ating pampublikong transportasyon ay nararapat na inklusibo, konsultatibo, at demokratiko.

OPISYAL NA PAHAYAG NG KONSEHO NG MGA MAG-AARAL NG NCPAG SA LGBT HISTORY AT UP PRIDE MONTH

Ang buwan ng Oktubre ay tinaguriang UP Pride Month na gumugunita sa daan-taong pakikipaglaban at tagumpay ng LGBTQIA+ Community para sa pagkakapantay-pantay. Ito ay nakaangkla sa selebrasyon ng LGBT History Month na nagsimula sa Estados Unidos noong taong 1994 sa pangunguna ni Rodney Wilson, isang guro mula sa Missouri. Mula sa Estados Unidos, naipalaganap ang selebrasyong ito sa iba’t ibang bahagi ng mundo, kabilang na ang ating Sintang Pamantasan, ang Unibersidad ng Pilipinas.

Noong taong 2008, matagumpay na naipatambol ang mga panawagan ng mga miyembro ng LGBTQIA+ Community sa loob ng pamantasan na nagsimula sa kanilang mga munting pagkilos. Sa taong ito, unang ipinagdiwang ang taunang selebrasyon ng UP Pride sa Unibersidad ng Pilipinas – Diliman. Ang pagdiriwang na ito ay mapagwaging na-institutionalize bilang isang university-wide event noong 2016. Sa kasalukuyan, taunang tradisyon na ng buong UP System ang buong buwan ng pagdiriwang ng UP Pride sa buwan ng Oktubre na pinangungunahan pa rin ng mga miyembro ng LGBTQIA+ Community, na mariin namang sinusuportahan ng administrasyon ng pamantasan.

Bagaman kinikilala natin ang makulay na paggunita ng Pride Month ngayong Oktubre, lagi nating tandaan na ito ay higit pa sa isang selebrasyon, sapagkat nakakabit dito ang libo-libong pagkilos, pakikibaka, at pagprotesta ng mga miyembro ng queer community, kasama na ang kanilang mga allies para sa inaasam-asam na pagkakapantay-pantay. Higit pa rito, hindi lamang nakukulong sa isang buwan ang selebrasyon ng Pride, bagkus, mainam na patuloy nating kilalanin ang kasaysaya’t nakaraan ng komunidad para tuluyang matamo ang makulay, ligtas at bukás na búkas. Patuloy ang pagkilala, pakikibaka, at pakikiisa natin sa LGBTQIA+ Community sa kanilang laban tungo sa patas at pantay na kinabukasan, kasama na ang malinaw na pagtataas ng makulay na bandera sa pagkilala ng pagkakaiba-iba ng sexual orientation, gender identity, gender expression, at sex characteristics, o mas kilala bilang SOGIESC ng bawat isa.

Ang Konseho ng mga Mag-aaral ng National College of Public Administration and Governance (NCPAG) ay patuloy na naninindigan sa pagsuporta at pakikiisa sa pinagkaisang adbokasiya ng pagkakapantay-pantay ng bawat kasarian at ang patuloy na pagpapanatili at pagprotekta sa karapatang pantao ng lahat. Bilang mga iskolar ng pampublikong administrasyon, dapat tayong magsilbing tagapanguna sa mga panawagan ng queer community at magsilbing henuwinong representasyon ng komunidad sa pamamagitan ng walang humpay na pakikipagdiskurso at pag-aangat ng hinaing ng komunidad sa gobyerno. Tungo pa riyan, naniniwala kami na sa pamamagitan ng pagsasanib-puwersang lakas ng mga organisasyon at opisina sa loob at labas ng pamantasan, mas napapaigting ang tunay na pagkakaisa tungo sa makulay na pag-asa.

Bagaman kinikilala natin ang mga progreso’t hakbang ng komunidad, malayo pa ang daang babaybayin para tuluyang makawala sa puti at itim na tanikala. Sa patuloy na diskriminasyon, karahasan, at hindi patas na pagtrato na dinaranas ng LGBTQIA+ Community magpasahanggang ngayon, mas nakikita natin ang pangangailangan ng mga batas, tulad ng SOGIESC EQUALITY BILL na magpoprotekta sa bawat isa upang mawakasan na ang isyung nakabase sa kasarian at seksuwalidad sa bansa. Sa pamamagitan ng pagpasa ng mga batas na sumasaklaw sa pagkakapantay-pantay, masisiguro natin na ma-i-institutionalize ang mga mekanismo sa pagtugon sa libo-libong problemang hinaharap ng bansa. Sisiguruhin din natin na sa ngalan ng SOGIESC Equality Bill, mananagot ang mga kriminal na nagpapakita ng lantarang heteroseksismo at sexual prejudice sa ibang tao, nang sa gayon ay mabigyang-hustisya ang mga biktima ng karahasan at pagtatanggi ng lipunan, tulad na lamang ng transwoman na si Jennifer Laude. Kaya naman, mariin tayong tumitindig sa pagpapatambol na ang SOGIESC Equality Bill ay maipasa na sa lalong madaling panahon upang tuluyang matamo ang pagkakapantay-pantay.

Malayo na ang ating narating ngunit MALAYO PA ang ating lakbayin sa bahagharing matagingting. Kaya naman, patuloy tayong nakikiisa, umaabante, at lumalaban para sa pagpapatingkad ng kulay ng bahaghari. Naniniwala tayo na mas umiigting ang mga panawagan ng komunidad kapag mas maraming boses ang naririnig sa bawat sulok ng lansangan.

OFFICIAL STATEMENT OF THE UP NCPAG STUDENT COUNCIL ON THE REMOVAL OF EDSA PEOPLE POWER REVOLUTION FROM THE 2024 HOLIDAYS

On the 11th of October 2023, the dictator’s son and incumbent President, Ferdinand “BongBong” Marcos, signed Proclamation No. 368 which declared eight dates as special non-working holidays as part of “holiday economics.” This proclamation, however, excluded the EDSA People Power Revolution Anniversary for the non-working holidays of 2024. The EDSA Anniversary is celebrated every February 25 of the year. Let us not forget that this was the day that Filipinos overthrew the elder Marcos and their cronies from Malacañang, which led the Marcos family into exile. The EDSA People Power Revolution also ushered in the restoration of our democracy and the democratic institutions in the country. The Office of the President reasoned that the 25th of February falls on a Sunday in 2024 and, therefore, no longer needs to be declared as a special non-working holiday. However, the inclusion of the “Feast of the Immaculate Conception of Mary,” a holiday that will occur on a Sunday, contradicts this faulty reasoning.

The UP NCPAG Student Council detests this active erasure of the EDSA Revolution and its democratic fruits from the memories of the public. We shall not be deceived by the ulterior motives of this nepotistic administration’s “holiday economics.” This act is blatant historical distortion coated with the sweet benefits of long weekends. We should not tolerate this disrespect to our history and to the victims of Martial Law. Neglecting history, such as this incident, goes to show that there is a greater need to codify the memorialization of Martial Law and the subsequent EDSA People Power Revolution Anniversary. Preserving and protecting historical truths through legal safeguards ensure that historical events are not just remembered, but also brought to light to new generations of Filipinos so that they may learn from the past and be inspired to continue the discussion of history, as well as help in solving societal ills.

Just recently, on October 16, 2023, Albay 1st District Rep. Edcel Lagman officially filed House Bill No. 9405 which proposes February 25 of every year as a regular non-working holiday in commemoration of the EDSA People Power Revolution. May this policy be enacted into a law. We urge the House of Congress, the Senate, and the Office of the President to have unanimous support on the passing of laws that seek to safeguard our history. Meanwhile, we as the public should have a close watch on the legislative process to ensure that this momentous historical event is not reduced into a mere holiday. Let us continue to be vigilant and proactive in assessing the policies of the government

Let us remember that just this year, Marcos showed cowardice by declaring February 24 as the celebration day for the EDSA Movement amidst the transportation group’s growing unrest over LTFRB’s Memorandum Circular No. 2023-013 which reinforces their insensitive and anti-poor “Jeepney Modernization” program.

Now, let us reveal Marcos’ true colors through sharing the importance of the EDSA Movement may it be with social media or with nearby peers. Filipinos must never forget one of the worst man-made tragedies that occurred within our nation.

OFFICIAL STATEMENT OF THE UP NCPAG SC ON WORLD MENTAL HEALTH DAY

Let us shed light to our mind, our greatest yet most vulnerable ally.

Today, we honor World Mental Health Day. In a world that is overwhelming with problems and conflicts, it is easy to not notice that our mental health is already dwindling. Let us take the time to stop and reflect the significance of providing our mental health with the utmost attention and care. It takes strength and courage to admit to ourselves and to our loved ones that we need help and support, when we are caged by our own minds. The path to hope, healing, and resilience is not a straight-line, which is why it is also necessary to have patience for our growth as human beings.

In Philippine culture, the topic of mental health had long been perceived as being taboo or of comedic value. Recently, TV personality Joey de Leon made an insensitive remark regarding the issue of suicide. His comment drew flak among social media with how he unintelligently used his platform. 

This incident reflects the present cultural dynamics in the Philippines with regard to how we view mental health. Oftentimes, the generation divide among the Filipino population dictate how much we are aware and how we give significance to our mental health. This divide among us also creates stigma and a culture of shame for those who are suffering from mental health illness. Because of this culture, Filipinos often isolate themselves and do not report their mental health condition.

According to the National Center for Mental Health (NCMH), the mental-health and suicide related calls that they receive doubles every year. In 2020, the NCMH received 2,841 suicide-related and 8,176 mental health-related calls, as well as 4,420 actual suicides. In 2021, the NCMH received 5,167 suicide-related calls and mental-health related calls rose to 9,730. Experts from the NCMH provided these alarming data to lawmakers in a Senate Inquiry earlier this year. They have described this as what appears to be a “mental health pandemic” that is exacerbated by the dismal public psychiatric care system.

In commemoration of World Mental Health Day, the UP NCPAG Student Council is one with the voices to destigmatize and raise awareness about mental health, as well as the demand to bring better mental health services for the safety and welfare of the people. Let us continue to go beyond borders and go across cultures in raising awareness regarding relevant issues surrounding mental health.

Mental health is now considered as a human right and as an agent of the state, we urge the Philippine government to act and respond proactively with what the NCMH experts warned as a “mental health pandemic”. We call on the government to also provide a sufficient allocation of the national budget for mental health initiatives and programs, especially at the helm of the Department of Health (DOH) and NCMH. We urge policy-makers and our fellow lingkod-bayans to expand their mental health initiatives and programs so that we may be able to attain inclusivity and equity to our fellow Filipinos who are suffering silently from mental health conditions. Meanwhile, in our own homes and in our communities, let us create a healthy line of communication wherein we may be able to be open and be honest with our struggles. The UP NCPAG SC recognizes that there is a need for accessible mental health and psychosocial support services (MHPSS) for our fellow lingkod-bayans and mga iskolar ng bayan, which is why we have compiled free counseling and psychiatric consultation services that are available in Metro Manila. We also recommend visiting local health facilities like government hospitals and healthcare centers so that the public may ask if their Local Government Unit (LGU) offers free MHPSS.
