In order to achieve the vision and mission of the University of Chadli Bendjedid - El Tarf regarding the development of scientific research, its support and investment in the field of entrepreneurship and sustainable development in line with the age of digitization and the information society, and directing research towards strengthening public and governmental services, and strengthening partnership relations and programs with government and private institutions. The research laboratory tagged with: Population, Entrepreneurship and Sustainable Development in the Era of Digitization (PEDDE), proposed by research teams headed by Dr. Zoeity Sarah; With a contemporary and recent topic and studies, it calls for the opening of the field for applied field studies and collective action in line with the strategy of the Algerian state currently; Towards developing their economies according to contemporary data and ideas, taking into consideration the specificity of the labor market, the economy and the Algerian society.

To address a number of problems related to the sustainable development of the population and proposals for appropriate solutions in the era of digitization, on the grounds that the variables of population and entrepreneurship play an important role in bringing about appropriate sustainable development for the period from 2015-2030 according to the “Sustainable Development 2030” agenda adopted by the United Nations and for which 17 goals were set. .
To address a number of problems related to the sustainable development of the population and proposals for appropriate solutions in the era of digitization, on the grounds that the variables of population and entrepreneurship play an important role in bringing about appropriate sustainable development for the period from 2015-2030 according to the “Sustainable Development 2030” agenda adopted by the United Nations and for which 17 goals were set. .
Entrepreneurship today is one of the means that pushes entrepreneurial projects to be economically, socially and environmentally sustainable at the same time. Based on the results of international investigations and studies in this context, it was found that most countries whose people are still living in poverty and hunger, poor health, inability to provide free primary and secondary education for all children, environmental pollution in its various manifestations, weak economic structure and unplanned cities...etc. , They are the countries that are on the path of development or underdeveloped compared to the developed countries.
Entrepreneurship today is one of the means that pushes entrepreneurial projects to be economically, socially and environmentally sustainable at the same time. Based on the results of international investigations and studies in this context, it was found that most countries whose people are still living in poverty and hunger, poor health, inability to provide free primary and secondary education for all children, environmental pollution in its various manifestations, weak economic structure and unplanned cities...etc. , They are the countries that are on the path of development or underdeveloped compared to the developed countries.
Humanity has learned that the contribution to the sustainable development of the peoples of the world goes through many ways and various means. Before the third millennium, it relied on major projects and the overall vision, but after the third millennium, scientific studies and expert investigations confirmed that the reality of societies and countries includes many opportunities to solve development problems that individuals primarily suffer from. Among these opportunities, experts in the field of sustainable development point to the creation of microentreprises and petites et moyennes entreprises, because they generate more than two-thirds of jobs in the world, and between 80% and 90% of them are in low-income countries. Given that Algeria is classified among the developing countries, and as a member of the United Nations, it is committed to implementing the 2030 Agenda for Sustainable Development, and strives to achieve its goals, the idea of this laboratory came to raise population issues related to their development by exploiting the capabilities and competence of young people. To contribute to economic and therefore social development, through our proposal for four main axes, and in cooperation with the relevant sectors in El Tarf State, namely:

تحقيقا لرؤية جامعة الشاذلي بن جديد- الطّارف ورسالتها فيما يخص تطوير البحث العلمي ودعمه واستثماره في مجال المقاولاتية والتنمية المستديمة مواكبة لعصر الرقمنة ومجتمع المعلوماتية، وتوجيه الأبحاث نحو تعزيز الخدمات العامة والحكومية، وتدعيم علاقات الشراكة وبرامجها مع المؤسسات الحكومية والخاصة. جاء مخبر البحث الموسوم ب: السكان، المقاولاتية والتنمية المستديمة في عصر الرقمنة (PEDDE)، المقترح من طرف فرق بحث برئاسة الدكتورة زويتي سارة؛ بموضوع معاصر وحديث الطرح والدراسات، يدعو إلى فتح المجال للدراسات الميدانية التطبيقية والعمل الجماعي المسايرة لاستراتيجية الدولة الجزائرية حاليا؛ نحو تنمية اقتصادياتها وفق معطيات وأفكار معاصرة، تأخذ بعين الاعتبار خصوصية سوق العمل والاقتصاد والمجتمع الجزائري.
يأتي مخبر "السكان، المقاولاتية والتنمية المستديمة في عصر الرقمنة (PEDDEN)”:
ليعالج عددا من المشكلات المرتبطة بالتنمية المستديمة للسكان ومقترحات الحلول المناسبة في زمن الرقمنة، انطلاقا من أن متغيري السكان والمقاولاتية يلعبان دورا هاما في إحداث التنمية المستديمة المناسبة للفترة الممتدة من 2015-2030 وفقا لأجندة "التنمية المستديمة 2030" التي تبنتها الأمم المتحدة وحددت لها 17 هدفا.
فالمقاولاتية اليوم هي من الوسائل التي تدفع بالمشاريع المقاولاتية لتكون مستدامة اقتصاديا، اجتماعيا وبيئيا في ذات الوقت. واعتبارا لنتائج التحقيقات والدراسات الدولية في هذا الإطار، فقد تبين أن أكثر الدول التي مازالت شعوبها تعيش حالات الفقر والجوع، وتدني الصحة، وعدم القدرة على توفير التعليم الابتدائي والثانوي المجاني لكل الأطفال، والتلوث البيئي بمختلف مظاهره، وضعف البنية الاقتصادية والمدن غير المخططة.. الخ، هي الدول السائرة في طريق النمو أو المتخلفة مقارنة بالدول المتقدمة.
وقد اهتدت البشرية إلى أن المساهمة في التنمية المستديمة لشعوب العالم تمر عبر طرق كثيرة ووسائل متنوعة. فكانت قبل الألفية الثالثة تعتمد على المشاريع الكبرى والرؤية الكلية، لكن بعد الألفية الثالثة جزمت الدراسات العلمية وتحقيقات الخبراء أن واقع المجتمعات والدول ينطوي على فرص كثيرة لحل المشكلات التنموية التي يعاني منها الأفراد بالدرجة الأولى. و من بين هذه الفرص يشير الخبراء في مجال التنمية المستديمة إلى إنشاء المؤسسات والمشاريع الصغيرة والمتوسطة microentreprise et petites et moyennes entreprises، لأنها تولد أكثر من ثلثي الوظائف في العالم، وما يتراوح بين 80% إلى 90% منها في البلدان ذات الدخل المنخفض. واعتبارا من أن الجزائر تصنف من بين الدول السائرة في طريق النمو، واعتبارا من أنها عضو في منظمة الأمم المتحدة، فهي ملتزمة بتطبيق أجندة التنمية المستديمة 2030، وتسعى جاهدة لتحقيق أهدافها، فقد جاءت فكرة هذا المخبر لطرح قضايا السكان المرتبطة بتنميتهم عبر استغلال قدرات الشباب وكفاءتهم للمساهمة في التنمية الاقتصادية وبالتالي الاجتماعية، من خلال اقتراحنا لأربع محاور أساسية، وبالتعاون مع القطاعات المعنية في ولاية الطارف، وهي:
1- المقاولاتية المستديمة في مجال تكوين الشباب على الرقمنة.
2- المقاولاتية المستديمة في مجال الفلاحة والري.
3- المقاولاتية المستديمة في مجال السياحة.
4- المقاولاتية المستديمة في مجال الخدمات.
وبناء على ما سبق؛ كان من أهم الأسباب الملحة التي أملاها مشروع جامعة الشاذلي بن جديد- الطّارف وعلى وجه الخصوص كلية العلوم الاجتماعية والإنسانية من ناحية البحث والتكوين لطلب إنشاء مخبر(PEDDEN) هي:
1. انعدام مخابر بحث التابعة للكليّة العلوم الاجتماعية والإنسانية بجامعة الشاذلي بن جديد.
2. حاجة المجتمع الأكاديمي ومجتمع الأعمال إلى أبحاث تخدم أهداف البحث الأكاديمي الميداني التطبيقي.
3. تزايد عدد طلبة الدكتوراه والأساتذة الباحثين الذين ليس لهم أي انتماء لأي مخبر بحث لغياب مخابر بحث على مستوى الجامعة تلبي
انشغالاتهم واهتماماتهم البحثية.
4. إدماج عدد معتبر من طلبة الدراسات العليا في نظام بحثي يعرفهم بإحدى القضايا المعاصرة ويوسع من نشاطاتهم ويعمق تخصصهم العلمي،
وذلك بتنظيم أيام دراسية وملتقيات علمية لبحث محاور معاصرة ودراسات ميدانية وطنية ودولية.
5. تنظيم مسابقات الدكتوراه لتدعيم الكلية بالأستاذة المختصين.
6. احتياج الكلية لمثل هذه المخابر التي تتلاءم مع البحوث الحديثة المتعددة التخصصات.
7. تكوين فرق مختلطة بتخصصات متنوعة تسعى لبحوث ودراسات تكاملية بين العلوم النظرية والعلوم الميدانية والتطبيقية.
8. تدريب الأساتذة والباحثين والطلبة في كليّة الآداب واللغات على البحث العلمي المتواصل في هذا المجال.
9. إنشاء مجلة خاصة بالمخبر، تواكب التغيرات الاستراتيجية لنظرة الدولة الجزائرية المعاصرة الجديدة.
