ARGUMENT

The issue of energy transition and sustainable building has become a major challenge on a global scale. Energy consumption in the building sector represents a significant portion of total energy consumption, with approximately 40% worldwide and 46% in Algeria. In light of the major risks posed by climate change, it is urgent to implement an energy transition towards the use of renewable energy sources and more reasoned and sustainable consumption.

This transition must involve cities, which are facing a real challenge in terms of implementing and developing viable solutions. Indeed, the fight against climate change and the inevitable depletion of fossil resources must be at the heart of concerns for all stakeholders in the built environment. Thus, programs for the gradual substitution of depletable energies with renewable and sustainable energy sources are necessary to achieve sustainable development goals.

The issue of energy transition and sustainable building is complex, and reconciling socio-economic development with environmental quality in urban areas is a major challenge. The strategies, technologies, methods, and tools to be adopted to increase energy security and develop responsible and sustainable management and economies must be studied and recommended.

Therefore, this international conference on energy transition and sustainable building will be an opportunity to reflect on the various possible approaches to addressing this major challenge. Exchanges between political, scientific, economic, and social actors will help to develop concrete solutions for more sustainable and responsible management of the built environment. Furthermore, this conference will provide an opportunity to discuss scientific and technological advances in the field of sustainable mobility and its impact on the urban environment. In short, this conference will be an opportunity to contribute significantly to the sustainability of viable energy resources and the implementation of smart urban entities.

Also this conference is part of the priority areas of the national program of the Ministry of Higher Education and Scientific Research and is aimed at students who benefit from training in the field of energy efficiency such as the Professional Master "Energy Efficiency in Buildings" and which has support through the AEDA project (Amélioration de l’Employabilité des Diplômé.e.s des formations professionnelles et universitaires en Algérie), a project supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in selected professional fields related to energy efficiency and energy management.

In addition to its academic and scientific component, this conference is aimed at municipal stakeholders from Algerian cities participating in the SHABAKAT-STADT VERNETZT or SHABAKAT-VILLES EN RESEAUX project, a project implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the European Academy of Berlin (EAB) as part of the regional project "Cooperative Decentralization Maghreb-Germany (KWT II)." This project is carried out on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Practical training on energy efficiency will be provided to municipal participants during the conference, offering them valuable support for local decision-making to enhance the integration of energy efficiency. This training will be organized by the moderators of the "energy" network with the support of the GIZ Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

ARGUMENTAIRE

La question de la transition énergétique et de l'environnement bâti est devenue un enjeu majeur à l'échelle mondiale. En effet, la consommation énergétique dans le secteur du bâtiment représente une part importante de la consommation énergétique totale, avec environ 40% au niveau mondial et 46% en Algérie. Face aux risques majeurs engendrés par le changement climatique, il est urgent de mettre en place une transition énergétique vers l'utilisation de sources d'énergie renouvelables et une consommation plus raisonnée et durable.

Cette transition doit impliquer les villes, qui sont confrontées à un véritable défi en termes de mise en œuvre et de développement de solutions viables. En effet, la lutte contre le réchauffement climatique et l'épuisement inévitable des ressources fossiles doit être au cœur des préoccupations de tous les acteurs du domaine de l'environnement bâti. Ainsi, des programmes de substitution progressive des énergies épuisables vers des sources d'énergie renouvelables et durables sont nécessaires pour atteindre les objectifs du développement durable.

La question de la transition énergétique et de l'environnement bâti est complexe, et concilier le développement socio-économique avec la qualité environnementale en milieu urbain est un défi de taille. Les stratégies, technologies, méthodes et outils à adopter pour accroître la sécurité énergétique et développer une économie et un mode de gestion responsables doivent être étudiés et recommandés.

Ainsi, cette conférence internationale sur la transition énergétique et l'environnement bâti sera l'occasion de réfléchir aux différentes approches possibles pour relever ce défi majeur. Les échanges entre les acteurs politiques, scientifiques, économiques et sociaux permettront de dégager des solutions concrètes pour une gestion plus durable et responsable de l'environnement bâti. En somme, cette conférence sera l'opportunité de contribuer de manière significative à la pérennité des ressources énergétiques viables et à la mise en place d'entités urbaines intelligentes.

Aussi cette conférence fait partie des domaines prioritaires du programme national du ministère de l'Enseignement supérieur et de la Recherche Scientifique et s'adresse aux étudiants bénéficiant d'une formation dans le domaine de l'efficacité énergétique comme le Master Professionnel "Efficacité Énergétique dans les bâtiments" et qui bénéficie du soutien du  projet AEDA (Amélioration de l’Employabilité des Diplômé.e.s des formations professionnelles et universitaires en Algérie), un projet soutenu par la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH dans des domaines professionnels sélectionnés liés à l’efficacité énergétique et à la gestion de l’énergie.

En plus de son volet académique et scientifique, cette conférence s'adresse aux acteurs communaux des villes Algériennes participants au projet SHABAKAT-STADT VERNETZT ou SHABAKAT-VILLES EN RESEAUX, un projet réalisé par la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH et l'académie Européenne de Berlin EAB dans le cadre du projet régional de « Coopération Décentralisée Maghreb-Allemagne (KWT II) ». Ce projet est réalisé pour le compte du Ministère fédéral Allemand de la Coopération économique et du Développement (BMZ). Une formation pratique autour de l'efficacité énergétique sera donnée aux participants des communes durant la conférence et qui leur fournira une véritable aide à la décision à l'échelle locale pour intégration accrue de l'efficacité énergétiques. Cette formation sera organisée par les modérateurs du réseau "énergie" avec le soutien de la GIZ Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
