Multi-Tiered System of Support (MTSS)/Response to Intervention (RtI) is the practice of matching student needs to high-quality instruction, intervention, and enrichment using data to make sound decisions.  Students will receive the support that they need to be successful in school and may receive special education services based on their response to academic and/or behavioral interventions. 

Tier 1 is the foundation and consists of scientific, research-based Core instructional and behavioral methodologies, practices and supports designed for all students in the general curriculum. 

Tier 2 consists of supplemental instruction and interventions that are provided in addition to core instruction to those students for whom data suggest additional instructional support is warranted. 

Tier 3 consists of intensive instructional interventions provided in addition to core instruction with the goal of increasing an individual student’s rate of progress.
