Ferrara doesn't have an airport of its own but it is easily reached by train.

From Airports to Ferrara train station
If you are coming by plane, the closest airports to Ferrara are Bologna airport and Venice airport
From Bologna
Upon arrival, you first need to reach Bologna train station: other than taxi, you can use the monorail train Marconi Express.
Once in the train station, there are frequent trains that will bring you in Ferrara in less than an hour.
If you are on a budget, maybe you wish to avoid high speed trains ("Freccia" or "Italo") and look for "Interregionale Veloce" (IV), which runs from Bologna to Venice every hour during the day: high speed comes at a cost and the short distance doesn't save you a lot of time.Another possibility is to use the Ferrara Bus&Fly : it is a bus service which runs from the airport to Ferrara city centre (just in front of Hotel Touring). There are a limited number of rides during the day but if you happen to arrive when there is one, it can be quite convenient.
From Venice
If you arrive in Venice, you need to reach Venezia Mestre train station using the bus (or the taxi if you prefer, of course).
From Venezia Mestre train station you easily reach Ferrara train station.
The same advice applies also in this case: if you wish to avoid high speed trains ("Freccia" or "Italo") then look for "Interregionale Veloce" (IV), which goes back from Venice to Bologna every hour during the day.
From Ferrara train station to city centre & Conference Venues
Ferrara is a small city: the train station is 1.4 km far away from the Castle, which is the centre of the city centre.
If you wish to use public transports, other than taxi you can use the bus: lines 1,6 and 9 will bring you to the centre in a fer minutes.
It will take you 4 stops to get to the Castle, Hotel Touring, Hotel Annunziata and Hotel de Prati.
The fifth stop is more convenient for Hotel Europa and the Conference Venues.
You can buy the ticket in the train station for 1.5 € or on board for 2 €.
