Biography: As the inaugural director of RISE, Douglas-Glenn has developed a research portfolio focused on applied policy solutions that promote equity. Since 2020, she has secured over $5 million in grants, contracts, and appropriations, including a multi-state appropriation that supports RISE’s mission and reinforces VCU’s role as a national leader in applied equity research. Her scholarship explores social equity in emergency management, public health, and community development, resulting in peer-reviewed articles, book chapters, technical reports, and policy tools that influence decision-making at both state and national levels. Douglas-Glenn has sustained a record of governance and leadership service at VCU, the Wilder School, and in the broader profession.
