Biography: Marcelle Chagas is a Brazilian journalist, researcher, and technologist based in Rio de Janeiro, working at the intersection of AI governance, data governance, information integrity, and Afro-descendant rights. She is a Mozilla Tech & Society Fellow (2024–2026) and founder of Rede de Jornalistas Pretos (Rede JP), a network of over 18,000 Black journalists and communicators across 80+ countries, where she also leads GERATE Lab, its applied research and consultancy arm. She created REPCONE, the first structured digital protection program for women communicators in Latin America, and co-leads CIIRE, a subcommittee within the UN Permanent Forum on People of African Descent (PFPAD/ICSWG) focused on information integrity in the African diaspora. Her research initiative Territórios Digitais, conducted in quilombola and Indigenous communities in Brazil, was recognized by the Brazilian federal government in the COP30 preparatory process. Marcelle also holds a Columbia Women's Leadership Network Fellowship and recently completed the ITU Academy-UNDP-UNESCO Data Governance Training. Her work is grounded in a reparatory justice and Global South perspective, positioning community-based knowledge production as central — not peripheral — to AI governance frameworks.
