A Note on Confidentiality

With the exception of certain designated confidential resources, federal regulations require that disclosures of sexual misconduct made to ANY University employee who interacts with students be reported to the University for the purpose of maintaining a safe environment for all students. The University may then decide to pursue an investigation, whether or not you want that to happen. You CAN decide not to be involved in such an investigation. You may request anonymity, but the University does not guarantee it will be maintained. The UM sexual misconduct policy is quoted below:

"If the Reporter or Complainant chooses not to participate in the University review of the report, the University may, as described below, pursue the report without that person’s participation. To that end, the University will share information internally only as needed to ensure proper handling of the concerns that have been raised, comply with legal obligations, or provide any requested protective measures, and will share information externally only to the extent legally required to do so... Upon learning of concerns of possible Prohibited Conduct, the Title IX Coordinator or investigator will submit a report to UMPD... Even in such cases, though, you do not have to participate in the University or law enforcement processes if you do not wish to do so."

Designated confidential resources at UM are: The Sexual Assault Prevention and Awareness Center (SAPAC), Counseling and Psychological Services (CAPS), and the Office of the Ombuds. Also confidential are any health professionals or clergy people serving in their professional role. Unfortunately, UMMS House Counselors do NOT fall into this category, and must report sexual misconduct to the University. Community resources (such as Safe House) are confidential and will not report to the University. Again, from the UM sexual misconduct policy:

"...confidential resources will not share information about an individual (including whether that individual has received services) without the individual’s express written permission, unless there is a continuing threat of serious violence or there is a legal obligation to reveal such information."

Sexual Assault Prevention and Awareness Center (SAPAC)

Provides crisis intervention, advocacy, support, link to counseling resources, link to medical resources (ex: helping you define experiences, navigation through student TitleIX reporting process, assistance with UM personal protection paperwork...). SAPAC is a great place to start when trying to understand what has happened, and what you can do moving forward. Accepts walk-ins M-F 9am-5pm.

Counseling and Psychological Services (CAPS)

Individual counseling sessions (45min) and group counseling offered for free. Initial meeting is scheduled 1-5 days from appointment request, but for urgent need walk-ins are welcome.

The Survivor Care Team

The Survivor Care Team, a new collaboration between CAPS & SAPAC, helps U-M student victims and survivors process their experience with sexual assault, sexual harassment, intimate partner violence, abuse or stalking. We're here to offer crisis services, resources and support, and we're proud to serve as advocates and counselors along your healing journey.

UMMS House Counselors

House counselors provide free personal counseling sessions to all medical students. They are required to report sexual misconduct disclosures to the University (see the "Confidentiality" section of this webpage).

Office of Student Conflict Resolution (OSCR)

OSCR is the official administrator of the University's sexual misconduct policy for incidents involving students. The office initiates a process of conflict resolution, managed by a resolution coordinator, which results on one of three things (depending on what you prefer): "Acceptance of Responsibility and Entering into an Agreement, Adaptable Conflict Resolution (including mediation), or a Hearing." Both parties are involved in the process. More details about the initial process and appeals process can be found at their website. This is NOT a confidential space.

Safe House Center (Not University-Affiliated)

Located in Ann Arbor. Provides free emergency and long-term counseling and advocacy for survivors and their friends/family, legal advocacy assistance, and support groups. Provides free, secure shelter to domestic violence survivors in an unsafe situation. Website includes “survivor’s handbook” and many other resources.

UM Anonymous Reporting System

You can report incidents to the University anonymously at https://studentsexualmisconductpolicy.umich.edu/report-an-incident. As their website states, "depending on the level of information available about the incident or the individuals involved, the University’s ability to respond to an anonymous report may be limited. The University will, however, take whatever steps it deems appropriate and in the best interests of the overall University community, consistent with the information available."

UM Emergency Department

Upon checking into the Emergency Room you will be taken to a private room immediately, and receive quick care from a specially trained Sexual Assault Nurse Examiner (SANE). This care may include a physical exam, swabs for evidence collection, and assessing your physical and mental needs. You can choose which, if any, of these take place! By law, the police must be contacted, but you can chose whether to speak with them or not. With the exception of the police contact, your emergency room visit is confidential (but will be entered in your electronic medical record).

UM Medical Student Mental Health

Provides confidential psychiatric evaluations and evidence-based treatment by faculty psychiatrists, with no trainee involvement. Referrals to external, community-based therapists and psychiatrists for long-term management if needed. Usually bills through insurance. Completely confidential (but will be entered in your electronic medical record).

UMMS Learning Environment Reporting System

You may report an incident involving anyone affiliated with the UM Health System via the Learning Environment Reporting System. If you chose to include your contact information, the report will not be confidential. If you chose to remain anonymous, the report is completely confidential, however, keep in mind this may hinder attempts to investigate the incident and bring consequences on the reported person.
