Can I reserve the Tech Suite for my student organization?

Not without the explicit approval of Tech Suite administrators. Submit a request using the Tech Suite Helpdesk.

Can I conduct a rehearsal in the Tech Suite?

If the rehearsal is for a PAT class or PAT-approved project, yes. If you don't know if you are PAT-approved, you are probably not. Keep in mind that someone in your group must have a certification in the space you want to use to rehearse.
