L. Amy Blum

L. Amy Blum is Managing Counsel for the University of California, Los Angeles. In that capacity she advises the Chancellor, Vice Chancellors, Deans, Chairs, Directors and others on campus on a broad range of matters, including COVID-19 mitigation measures; academic and staff personnel policy compliance and misconduct for general campus and professional school; student affairs and student misconduct; standard and on-line copyright compliance; disability accommodation and discrimination; computer security and notification requirements; Information Practices Act; Public Records Act and FERPA compliance; litigation and risk management; First Amendment and time, place and manner policies; resident hall landlord-tenant issues; workplace violence prevention and intervention; compliance with CANRA and myriad other issues.


A few areas specific to intellectual property and related topics include serving as a member of the Steering Committee for Online Teaching and Learning (SCOTL) where Ms. Blum developed the campus agreement for use with instructors participating in UCOP and campus online courses. She is also a member of the Mobile Steering Committee developing mobile apps advising on issues of copyright, privacy, and IT security. Ms. Blum also was a member of the joint administration and faculty task force to develop the campus statement on protections required for scholarly communications and developed the faculty guideline explaining the Public Records Act requirements and procedures for responding to requests when faculty communications are requested.


Ms. Blum received a B.A. from the University of California, Santa Cruz and graduated summa cum laude with a J.D. from Santa Clara University School of Law.
