This is a decent example of plain writing used in a library policy manual.
I ran the section through Microsoft Word to test it. It scored:
95% on the casual writing level
3.6 sentences per paragraph
15.2 words per sentence
39.5 on the Flesch Reading Ease scale
11.4 on the Flesh-Kincaid Grade Level scale
43.4% Passive Sentences
This tells me that I would focus on using active voice, simplifying some of the sentence structures, choosing simpler words, and shortening my sentences overall.
