Transformational Superintendent | Innovation Strategist | National Education Leader
Dr. Jeremy S. Owoh is a visionary educational leader, opportunity advocate, and innovation strategist who currently serves as the Superintendent of Schools for the Jacksonville North Pulaski School District (JNPSD), overseeing more than 4,000 students in central Arkansas. With over 20 years of progressive leadership experience, he is known for driving systemic change through bold vision, student-centered leadership, and future-focused learning models.
Dr. Owoh began his career in 2003 as an English teacher at Parkview Magnet High School in the Little Rock School District. He went on to serve as dean of students at Mills University Studies High School, assistant principal at Ridgeroad Middle School, and principal at both Fuller Middle School and J.A. Fair Systems Magnet High School. He played a pivotal role in the early development of JNPSD as assistant superintendent of curriculum, instruction, and desegregation, helping lay the foundation for the district’s independence and growth.
In 2017, he was appointed Assistant Commissioner of Educator Effectiveness and Licensure at the Arkansas Department of Education, where he spearheaded statewide initiatives such as Teach Arkansas to strengthen teacher recruitment, retention, and re-engagement. He later served as Superintendent of the Pine Bluff School District and as Deputy Superintendent of the Little Rock School District before returning to JNPSD to lead as Superintendent.
As superintendent, Dr. Owoh has championed College and Career Academies, ensuring that students graduate with pathways to college, industry certifications, and 21st-century workforce opportunities. He has launched innovative partnerships including the Titan Health Center (school-based health services with ARCare), a district-wide financial literacy initiative with the Arkansas Community Foundation, and STEAM-focused academies to prepare students for innovation-driven careers. His leadership reflects a rare ability to bridge classrooms, communities, and policy systems while strengthening both student learning and educator capacity.
Nationally, Dr. Owoh serves as President of the ISTE+ASCD Board of Directors (2025–2026), shaping global conversations around innovation, access, and digital transformation in education. He is also an adjunct instructor at Southern Arkansas University, and has taught at the University of Arkansas at Pine Bluff and the University of Arkansas at Little Rock, preparing the next generation of educational leaders.
He actively contributes to numerous organizations, including the Arkansas Association of Educational Administrators, American Heart Association, Junior Achievement of Arkansas, Arkansas Athletics Association, EAST Initiative, and the Children’s Protection Center. He was appointed by Governor Asa Hutchinson in 2015 to the Desegregation Litigation Oversight Subcommittee, reflecting his expertise in navigating complex governance and compliance.
Dr. Owoh holds a Bachelor’s degree in English Education from the University of Central Arkansas; a Master’s degree in Secondary Education with concentrations in Reading and Writing; an Educational Specialist degree in Educational Administration; and a Doctorate in Educational Administration and Supervision from the University of Arkansas at Little Rock. He is also a graduate of the LRSD Leadership Academy, Arkansas Business Executive Leadership Academy, AASA’s Urban Superintendents Academy at the University of Southern California, and the Thompson Executive Leadership Institute.
A life member of Alpha Phi Alpha Fraternity, Inc. and a member of Sigma Pi Phi Fraternity, Dr. Owoh is deeply committed to service and mentorship. He and his wife, Katrina, are the proud parents of Jaxon and active members of St. Matthew Church of God in Christ in North Little Rock.
